To establish a strategic petroleum reserve system on the Andaman coast that enhances energy security, buffers supply shocks, and strengthens Thailand’s resilience in global energy markets.

Action

Develop large-scale petroleum storage infrastructure (crude oil and refined products) along the west coast, integrated with LNG terminals, ports, and national energy distribution systems. Design the reserve system to support strategic stockpiling, emergency response, and potential regional supply balancing. Enable both government-controlled reserves and commercial storage participation.

Expected Output 

A fully operational strategic petroleum reserve system with sufficient storage capacity to support national energy security and regional supply flexibility.

พัฒนาโครงสร้างพื้นฐานการกักเก็บน้ำมันดิบและผลิตภัณฑ์ปิโตรเลียมขนาดใหญ่บริเวณชายฝั่งตะวันตก เชื่อมโยงกับสถานี LNG ท่าเรือ และโครงข่ายพลังงานของประเทศ ออกแบบระบบให้รองรับทั้งการสำรองเชิงยุทธศาสตร์ การตอบสนองเหตุฉุกเฉิน และการปรับสมดุลการจัดหาพลังงานในภูมิภาค พร้อมเปิดให้มีทั้งการสำรองโดยรัฐและการมีส่วนร่วมของภาคเอกชน
