Align incentives, infrastructure, and regulatory frameworks to attract anchor investors and cluster development.

ออกแบบและพัฒนาเขตอุตสาหกรรมบริเวณท่าเรือและสถานีพลังงานฝั่งอันดามัน โดยบูรณาการการจัดหาพลังงาน (LNG ปิโตรเลียม ไฟฟ้า) กับระบบโลจิสติกส์ พร้อมกำหนดอุตสาหกรรมเป้าหมาย เช่น ปิโตรเคมี การกลั่น การผลิตขั้นสูง ไฮโดรเจน และดาต้าเซ็นเตอร์ รวมถึงจัดมาตรการจูงใจและโครงสร้างพื้นฐานให้เหมาะสม
