To establish interoperable standards across customs procedures, transport regulations, and data exchange systems along ASEAN economic corridors, positioning Thailand as the central integration node.

Action

• Develop a unified cross-border customs protocol (digital-first)

• Align transport regulations (vehicle standards, permits, axle load, insurance) with priority ASEAN partners

• Implement interoperable digital data systems (single window, cargo tracking, E-documentation)

• Pilot standardization in key corridors (e.g., Thailand–Malaysia, Thailand–Laos, Thailand–Cambodia)

• Establish bilateral/multilateral agreements as stepping stones toward ASEAN-wide adoption

• Reduced border processing time and logistics friction

• Increased cargo throughput across Thai corridors

เพื่อสร้างมาตรฐานร่วม (interoperability) ด้านศุลกากร การขนส่ง และระบบข้อมูลตลอดแนวระเบียงเศรษฐกิจอาเซียน โดยวางตำแหน่งประเทศไทยเป็น “ศูนย์กลางการเชื่อมต่อ” ของภูมิภาค

Action

• พัฒนาโปรโตคอลศุลกากรข้ามแดนแบบดิจิทัล (Digital-first customs)

• ปรับมาตรฐานกฎระเบียบการขนส่งให้สอดคล้องกับประเทศคู่เชื่อมหลัก (มาตรฐานรถ ใบอนุญาต น้ำหนักบรรทุก ประกันภัย)

• เชื่อมระบบข้อมูลดิจิทัลให้ใช้งานร่วมกันได้ (Single Window, Tracking, เอกสารอิเล็กทรอนิกส์)

• ทดลองใช้ใน Corridor สำคัญ (ไทย–มาเลเซีย ไทย–ลาว ไทย–กัมพูชา)

• ใช้ความตกลงทวิภาคี/พหุภาคีเป็นฐานขยายสู่ระดับอาเซียน

• ลดเวลาการผ่านแดนและแรงเสียดทานด้านโลจิสติกส์

• ปริมาณการขนส่งผ่านไทยเพิ่มขึ้นอย่างมีนัยสำคัญ

• เกิดมาตรฐานร่วมด้านกฎระเบียบและข้อมูลในเส้นทางนำร่อง

• ประเทศไทยมีบทบาทเป็น “ตัวกลางเชื่อมระบบโลจิสติกส์อาเซียน”
