Action

• Establish bilateral Mutual Recognition Agreements (MRAs) for inspection and certification (e.g., SPS, food safety, industrial standards)

• Harmonize inspection protocols and certification criteria with priority partner countries

• Enable digital verification of certificates (e-certification systems)

• Identify high-impact sectors for early implementation (agriculture, food, electronics, automotive parts)

• Expand from bilateral MRAs to multilateral frameworks within ASEAN

เพื่อยกเลิกความซ้ำซ้อนของการตรวจสอบและการรับรองสินค้าในเส้นทางการค้าข้ามแดนอาเซียน ผ่านข้อตกลงการยอมรับร่วมกัน (Mutual Recognition) ทำให้การเคลื่อนย้ายสินค้าเป็นไปอย่างราบรื่น

Action

• จัดทำข้อตกลงยอมรับร่วมกัน (MRA) กับประเทศคู่เชื่อมในด้านการตรวจสอบและการรับรอง (เช่น SPS, อาหาร, มาตรฐานอุตสาหกรรม)

• ปรับมาตรฐานการตรวจสอบและเกณฑ์การรับรองให้สอดคล้องกัน

• พัฒนาระบบตรวจสอบใบรับรองแบบดิจิทัล (e-Certification)

• เลือก sector ที่มีผลกระทบสูงเป็นกลุ่มนำร่อง (เกษตร อาหาร อิเล็กทรอนิกส์ ยานยนต์)

• ขยายจากระดับทวิภาคีไปสู่พหุภาคีในระดับอาเซียน

• ลดการตรวจซ้ำซ้อนที่ด่านชายแดน

• ลดเวลาการปล่อยสินค้า (clearance time)

• เพิ่มความเชื่อมั่นในระบบการรับรองของไทย

• เพิ่มประสิทธิภาพการไหลของการค้าใน corridor อาเซียน
