• Establish public–private co-investment mechanisms for startups and deep technology ventures

• Expand alternative financing channels such as crowdfunding, venture debt, innovation funds, and digital financing platforms

• Improve regulatory frameworks, tax incentives, and exit mechanisms supporting long-term innovation investment
