Action

• Develop nationwide expansion plans for hyperscale data centers, sovereign compute clusters, edge computing infrastructure, and AI-ready processing ecosystems

• Establish strategic compute zones aligned with industrial corridors, smart cities, innovation districts, and regional digital infrastructure hubs

• Promote domestic and foreign investment in high-performance computing (HPC), GPU clusters, AI compute infrastructure, cloud facilities, and energy-efficient digital infrastructure systems

• Integrate resilient energy systems, renewable power integration, smart cooling technologies, disaster recovery mechanisms, and cybersecurity architecture into national compute infrastructure planning

• Enable interoperability between sovereign government cloud, private cloud, AI platforms, research institutions, industrial ecosystems, and cross-border digital infrastructure networks
