To establish sovereign national AI compute infrastructure capabilities through strategic development of GPU and accelerator ecosystems supporting Thailand’s AI economy, research capacity, digital sovereignty, and technological resilience.

Action

• Develop sovereign AI compute infrastructure including GPU clusters, AI accelerators, high-performance computing (HPC) systems, and distributed AI processing environments for government, research, education, and industry use

• Establish national AI compute resource allocation frameworks supporting strategic sectors, startups, universities, AI research institutes, and public digital services

• Promote domestic capability development in AI infrastructure management, accelerator optimization, distributed computing systems, and AI infrastructure operations

• Integrate energy-efficient compute architectures, secure AI cloud orchestration, sovereign AI governance, and cybersecurity frameworks into national AI infrastructure strategy

• Build strategic partnerships with hyperscalers, semiconductor ecosystems, cloud providers, and international AI infrastructure stakeholders while maintaining sovereign operational control and resilience
