• Promote the development of domestic cloud operators, local data center providers, AI infrastructure services, managed cloud services, and digital platform ecosystems

• Strengthen local system integration capabilities for sovereign cloud deployment, hybrid cloud management, cybersecurity operations, AI infrastructure orchestration, and digital transformation services

• Establish national cloud ecosystem partnerships linking hyperscalers, telecom operators, startups, universities, enterprises, and local technology providers

• Support domestic cloud innovation through funding programs, regulatory sandboxes, workforce development initiatives, open API ecosystems, and public procurement alignment

• Integrate domestic cloud ecosystems into sovereign cloud strategy, national AI infrastructure, public digital platforms, and strategic economic transformation programs
