Action

• Create national and regional telecom partnership frameworks integrating government agencies, telecom operators, cloud providers, hyperscalers, infrastructure investors, and international connectivity partners

• Expand high-capacity regional backbone infrastructure including fiber networks, cross-border digital corridors, subsea cable interconnection, edge infrastructure, and low-latency regional traffic systems

• Establish shared investment and co-development models supporting resilient, carrier-neutral, and interoperable digital infrastructure ecosystems across ASEAN connectivity routes

• Integrate AI-ready infrastructure, cloud interconnection systems, IX ecosystems, smart logistics networks, and critical digital infrastructure into regional backbone development plans

• Promote coordinated cybersecurity governance, resilient network operations, disaster recovery coordination, and sovereign digital infrastructure standards across public–private telecom ecosystems
