Objective

To establish a national developer ecosystem and open innovation sandbox that accelerates AI innovation, digital entrepreneurship, interoperable platform development, and Thailand’s sovereign digital economy transformation.

Action

• Develop a nationwide developer ecosystem integrating government APIs, cloud infrastructure, AI tools, digital public infrastructure, open datasets, and interoperable development environments

• Establish Open Innovation Sandbox environments enabling startups, SMEs, universities, enterprises, and civic tech communities to test AI systems, fintech solutions, smart city applications, digital identity services, and programmable public services under adaptive regulatory oversight

• Provide secure access to National API Gateway, Digital ID systems, Open Finance APIs, trusted data exchange infrastructure, and AI-ready cloud environments through standardized developer platforms and SDK ecosystems

• Implement governance frameworks covering cybersecurity, ethical AI testing, privacy protection, interoperability standards, digital sovereignty, and adaptive regulatory compliance mechanisms

• Promote talent development, startup acceleration, public–private innovation collaboration, and regional ASEAN developer ecosystem integration supporting future digital economy growth
