Action

• Develop a nationwide cybersecurity talent pipeline integrating schools, universities, vocational institutions, military academies, private sector training providers, and international cyber certification ecosystems

• Establish specialized cybersecurity education programs covering AI security, cloud security, critical infrastructure defense, digital forensics, threat intelligence, secure software engineering, quantum-safe cryptography, and cyber operations

• Create national cyber academies, cyber ranges, simulation platforms, capture-the-flag (CTF) programs, apprenticeship systems, and real-world operational training environments for hands-on capability development

• Promote public–private collaboration for workforce acceleration through internships, scholarships, cyber reserve programs, industry certification pathways, and talent mobility frameworks across ASEAN and global cybersecurity ecosystems

• Implement adaptive workforce intelligence systems, continuous reskilling programs, AI-assisted learning platforms, and national cyber competency standards supporting long-term cyber readiness
