• Develop a sovereign technology diplomacy framework enabling diversified cooperation across AI, cloud infrastructure, semiconductors, cybersecurity, digital trade, telecommunications, quantum technologies, and emerging frontier technologies

• Establish strategic partnership models with multiple geopolitical blocs to reduce dependency risks, enhance technology transfer opportunities, and strengthen supply chain resilience

• Implement neutral and interoperable governance standards supporting cross-bloc infrastructure compatibility, trusted digital ecosystems, cybersecurity cooperation, and adaptive regulatory alignment

• Promote balanced participation in international technology ecosystems, standards bodies, digital trade agreements, research collaborations, and AI governance initiatives without overdependence on any single bloc

• Strengthen Thailand’s strategic capability in technology risk assessment, geopolitical resilience planning, sovereign digital infrastructure governance, and adaptive economic positioning within a fragmented global technology environment
