• Create a specialized national negotiation unit integrating expertise in cloud infrastructure, AI ecosystems, semiconductors, digital trade, cybersecurity, data governance, telecommunications, investment strategy, and international technology diplomacy

• Develop standardized strategic negotiation frameworks for hyperscaler partnerships, sovereign cloud localization, AI compute infrastructure, data center investments, semiconductor cooperation, digital infrastructure deployment, and technology transfer agreements

• Establish national negotiation principles covering data sovereignty, interoperability, cybersecurity obligations, workforce development, local ecosystem participation, energy sustainability, technology transfer, and operational continuity safeguards

• Coordinate cross-agency negotiation governance across digital economy agencies, financial regulators, cybersecurity authorities, infrastructure operators, and strategic industry stakeholders through unified decision-making mechanisms

• Strengthen Thailand’s capability in geopolitical technology positioning, contract intelligence, digital infrastructure valuation, AI-era investment negotiation, and adaptive strategic bargaining in the global technology competition landscape
