• จัดตั้ง กลไกไกล่เกลี่ยและแก้ไขข้อขัดแย้ง สำหรับปัญหาการใช้ที่ดิน การจัดสรรน้ำ มาตรการฟื้นฟู ผลประโยชน์ของชุมชน และเป้าหมายของแต่ละภาคส่วน

• พัฒนา ตัวชี้วัดประสิทธิภาพธรรมาภิบาลลุ่มน้ำ เพื่อประเมินว่าระบบประสานงานทำงานได้จริงหรือไม่

• ดำเนินการ ทบทวนระบบธรรมาภิบาลและประเมินสถาบันเป็นระยะ เพื่อค้นหาช่องว่างด้านการประสานงาน อำนาจหน้าที่ ขีดความสามารถ และความเสี่ยงใหม่

• จัดทำ โครงการพัฒนาศักยภาพด้านธรรมาภิบาลลุ่มน้ำ สำหรับเจ้าหน้าที่รัฐ ท้องถิ่น องค์กรลุ่มน้ำ ชุมชน และผู้ดำเนินงานที่เกี่ยวข้อง

• จัดให้มี กลไกส่งข้อมูลและบทเรียนจากพื้นที่กลับเข้าสู่นโยบายระดับประเทศ เพื่อให้ประสบการณ์จริงจากการดำเนินงานมีผลต่อการปรับนโยบายและแผนฟื้นฟู

• จัดทำ ระบบความโปร่งใสและความรับผิดชอบต่อสาธารณะ โดยเปิดเผยข้อมูลการตัดสินใจ งบประมาณ ความก้าวหน้า ผลการติดตาม และผลการประเมิน

• เชื่อมโยงผลการประเมินธรรมาภิบาลเข้ากับ AC-SI-021-01-05 ระบบติดตามและประเมินผลการฟื้นฟูลุ่มน้ำระดับประเทศ เพื่อให้ประสิทธิภาพของระบบบริหารและการประสานงานถูกวัดเป็นส่วนหนึ่งของผลการฟื้นฟูระดับประเทศ
