Establish a national assessment system for the Forest–Water–Humidity Cycle to understand how forests, water movement, soil moisture, atmospheric humidity, and land-use patterns interact as one connected system.
Assess the extent to which forest ecosystems contribute to water retention, infiltration, evapotranspiration, atmospheric moisture recycling, rainfall support, and downstream water regulation.
Identify areas where disruption of forest cover, soil condition, water pathways, or land use has weakened the natural forest–water–humidity feedback cycle.
Establish a common national evidence base for identifying where the cycle is functioning, where it is degraded, and where restoration could strengthen hydrological and climatic resilience.
Move watershed assessment beyond conventional measurements of surface water and rainfall toward assessment of the complete water–land–vegetation–atmosphere interaction.
Provide scientific evidence for integrating forest restoration, watershed restoration, soil recovery, water management, and climate adaptation into a single landscape-scale management approach.
Develop a National Forest–Water–Humidity Cycle Assessment Framework defining the components, relationships, indicators, and spatial scales required to assess the cycle.
Establish assessment dimensions covering:
Forest cover and forest condition
Vegetation structure and biomass
Evapotranspiration
Rainfall distribution and seasonality
Surface-water generation and runoff
Soil moisture
