Restore the natural capacity of landscapes to retain, infiltrate, store, and gradually release rainfall across forests, agricultural areas, wetlands, riparian zones, and other land-use systems.
Shift water management from primarily draining and rapidly moving water away toward slowing, spreading, infiltrating, and storing water within the landscape.
Reconnect fragmented water-retention functions across the landscape so that individual restoration measures operate as an integrated water-retention network.
Increase soil moisture persistence and groundwater recharge where appropriate, while reducing excessive surface runoff, erosion, sediment transport, and flash-flood risk.
Restore landscape-scale hydrological processes in ways that are ecologically appropriate to local terrain, soils, rainfall patterns, and land use.
Strengthen watershed resilience by increasing the landscape's capacity to retain water during wet periods and maintain water availability during dry periods.
Establish a national implementation model that complements forest restoration by addressing the broader landscape between forest, agricultural land, settlements, wetlands, and waterways.
Establish a Landscape Water Retention and Infiltration Restoration Program targeting priority landscapes identified through watershed and Forest–Water–Humidity assessments.
Map the existing landscape water-retention and infiltration system, including:
Natural depressions

Floodplains
Riparian areas
Headwater zones

Apply a distributed retention approach, placing multiple small and medium retention and infiltration measures throughout the landscape rather than relying solely on large downstream storage infrastructure.
Restore natural drainage and infiltration pathways where they have been disrupted by roads, drainage systems, land conversion, or other development.
Integrate water-retention measures into agricultural landscapes, including practices that increase soil infiltration, soil moisture, and organic matter while reducing runoff.
Restore and reconnect wetlands, floodplains, riparian areas, and seasonal water-storage areas where appropriate.
Establish landscape water-retention corridors connecting upstream forests, agricultural areas, wetlands, streams, and downstream water bodies.
Use nature-based solutions as the preferred approach where they can achieve the required hydrological and ecological functions.
Apply engineered structures only where necessary and ensure that they complement, rather than disrupt, natural hydrological processes.
Establish design standards based on local rainfall intensity, soil infiltration capacity, terrain, groundwater conditions, ecological sensitivity, and downstream impacts.
Assess potential trade-offs, including:
Upstream versus downstream water availability
Flood reduction versus ecological flooding requirements

Water retention versus mosquito or waterlogging risks
Establish pilot landscapes representing different Thai ecological and land-use contexts before scaling nationally.

Integrate the program with AC-SI-021-03-01 National Forest–Water–Humidity Cycle Assessment System and AC-SI-021-03-02 Watershed Forest and Moisture Recovery Program to create a connected forest–soil–water recovery system.
Incorporate maintenance and adaptive management so that retention and infiltration functions remain effective as land use, rainfall patterns, and climate conditions change.
