Establish an integrated national program to reduce disaster risk associated with degraded forests, unstable slopes, soil erosion, and landslides.
Shift from primarily responding to landslides after they occur toward risk identification, prevention, ecological stabilization, early warning, and landscape restoration.
Restore the ability of forests, soils, vegetation, and natural drainage systems to stabilize slopes, retain water, reduce runoff, and prevent excessive soil movement.
Identify areas where deforestation, vegetation loss, soil degradation, road construction, inappropriate land use, and altered drainage increase landslide and slope-failure risk.
Prioritize high-risk areas where ecological restoration can simultaneously reduce landslide risk, sedimentation, watershed degradation, and downstream flood risk.
Protect communities, infrastructure, roads, agricultural areas, forests, headwaters, and other critical assets located in or downstream of unstable landscapes.
Establish a national system linking slope-risk assessment → prevention → ecological stabilization → monitoring → early warning → emergency response → post-disaster restoration.
Promote a balanced approach combining forest and ecosystem restoration, appropriate land management, engineering measures, and community preparedness.
