Even the most advanced cybersecurity architectures will eventually encounter:

The true measure of national cyber resilience is therefore not merely the ability to prevent attacks, but the ability to rapidly detect, contain, respond to, and recover from them.

Historically, cyber incident response capabilities have often been fragmented among:

• cybersecurity regulators

• critical infrastructure operators

• private-sector security teams

This fragmentation can result in:

• fragmented situational awareness

As cyber threats increasingly operate at machine speed, future cyber defense requires specialized units capable of coordinated action across the national ecosystem.

The National Cyber Defense & Rapid Response Units (NCDRRU) serve as the operational cyber-defense force of Thailand’s cybersecurity architecture.

These units function as the national cyber first responders responsible for:

• threat containment

• incident response

• cyber defense operations

• emergency cyber support

• cyber crisis management

while operating in close coordination with NSOS and the national cyber-intelligence ecosystem.

The objective of the Establishment of National Cyber Defense & Rapid Response Units strategy is therefore to establish a highly capable national cyber-defense force capable of responding rapidly to cyber incidents, protecting critical infrastructure, supporting national-security operations, and strengthening Thailand’s cyber resilience.

This strategy is designed to support:

• active cyber defense
