Unlike conventional threats, disinformation often spreads invisibly through information ecosystems, making detection and response significantly more complex.

The growing sophistication of influence campaigns, coordinated inauthentic behavior, bot networks, synthetic media, and AI-generated content has further amplified the scale and speed of information manipulation. Modern disinformation campaigns can exploit societal vulnerabilities, emotional triggers, and algorithmic amplification mechanisms to achieve strategic objectives with minimal resources.

Globally, governments increasingly recognize disinformation as a national security challenge that requires coordinated institutional responses. Information manipulation is now frequently integrated into geopolitical competition, hybrid warfare strategies, economic coercion campaigns, and attempts to influence public opinion both domestically and internationally.

For Thailand, the risks associated with disinformation extend beyond political communication. False or manipulated information can affect public health, disaster response, financial markets, tourism confidence, investment decisions, social harmony, and national crisis management efforts. Such impacts can generate cascading effects across multiple sectors of society and the economy.

The increasing volume of digital information makes manual monitoring and verification insufficient. National capabilities must evolve toward automated detection, real-time analysis, predictive assessment, and coordinated response mechanisms capable of operating continuously across the information environment.

A comprehensive disinformation detection and response system enables government agencies, media organizations, technology platforms, academic institutions, and civil society partners to operate within a shared framework for identifying, assessing, prioritizing, and mitigating information threats.

Beyond detecting false information, the system must support information integrity by promoting trusted sources, improving public awareness, strengthening transparency, and increasing societal resilience against manipulation. Effective responses require both technological capabilities and coordinated communication strategies.

The objective of Implementation of Disinformation Detection & Response System strategy is therefore to establish a nationally integrated capability for the detection, analysis, verification, monitoring, mitigation, and response to disinformation threats while protecting information integrity, public trust, societal resilience, and national security.

ข้อมูลบิดเบือนในปัจจุบันมีความซับซ้อนมากขึ้น อาศัยเทคโนโลยีปัญญาประดิษฐ์ สื่อสังเคราะห์ เครือข่ายบัญชีปลอม และกลไกการขยายผลของแพลตฟอร์มดิจิทัลในการสร้างผลกระทบต่อการรับรู้ของประชาชน การบริหารจัดการวิกฤต และการตัดสินใจของภาครัฐและภาคเอกชน

ประเทศไทยจำเป็นต้องมีระบบระดับชาติที่สามารถตรวจจับ วิเคราะห์ ตรวจสอบ และตอบสนองต่อข้อมูลบิดเบือนได้อย่างเป็นระบบ ครอบคลุมทั้งการเฝ้าระวังเชิงรุก การประเมินผลกระทบ การตอบโต้เชิงยุทธศาสตร์ และการสร้างภูมิคุ้มกันทางข้อมูลให้แก่สังคม
