Modern information warfare is characterized by its ability to operate continuously during both peacetime and crisis periods. Strategic narratives, behavioral influence mechanisms, information operations, and cognitive attacks can be deployed gradually over extended periods, making detection and attribution significantly more challenging than traditional threats.
Globally, governments and security institutions are investing heavily in capabilities designed to monitor, understand, and respond to cognitive threats. Information warfare has become an integral element of hybrid warfare strategies, national resilience planning, strategic communication, and influence defense architectures.

The establishment of specialized units enables the development of professional expertise, operational readiness, intelligence integration, behavioral analysis, influence assessment, and coordinated response mechanisms. Such capabilities are essential for maintaining situational awareness across rapidly evolving information environments.
