Disinformation campaigns, synthetic media threats, online influence operations, cyber-enabled information manipulation, public trust erosion, and rapidly evolving digital narratives often affect multiple sectors simultaneously. No single organization possesses sufficient authority, visibility, or capability to address these challenges independently.

Globally, governments are adopting multi-stakeholder approaches to information governance and digital resilience. Collaborative frameworks that integrate public institutions, media organizations, technology companies, researchers, and civil society have demonstrated greater effectiveness in responding to information threats, promoting transparency, strengthening trust, and preserving the integrity of information ecosystems.

The rapid growth of digital platforms has significantly altered the balance of influence within information environments. Technology companies now manage critical information infrastructures, recommendation systems, content moderation processes, advertising networks, and digital communication channels that shape public discourse at national and global scales.

At the same time, media organizations continue to serve as key intermediaries between information producers and the public. Their role in fact-based reporting, investigative journalism, crisis communication, and public accountability remains fundamental to democratic governance, societal trust, and national resilience.

Government institutions, meanwhile, possess unique responsibilities for protecting public interests, maintaining national security, responding to crises, safeguarding critical information infrastructures, and ensuring the continuity of essential services. Effective information resilience therefore requires structured cooperation between public authorities and non-government stakeholders.

For Thailand, the increasing complexity of the information environment creates a need for institutionalized coordination mechanisms capable of supporting information sharing, joint risk assessment, coordinated response activities, crisis communication, strategic planning, and long-term resilience building.

A lack of coordination can lead to fragmented responses, delayed information exchange, duplicated efforts, inconsistent messaging, and reduced situational awareness. ภัยคุกคามด้านข้อมูลข่าวสารในปัจจุบันมีลักษณะข้ามพรมแดน ข้ามแพลตฟอร์ม และข้ามภาคส่วน ไม่ว่าจะเป็นข้อมูลบิดเบือน ปฏิบัติการอิทธิพลข้อมูล สื่อสังเคราะห์ การหลอกลวงออนไลน์ หรือการบ่อนทำลายความเชื่อมั่นของสาธารณะ ซึ่งล้วนส่งผลกระทบต่อหลายภาคส่วนพร้อมกัน และไม่สามารถจัดการได้อย่างมีประสิทธิภาพหากขาดกลไกความร่วมมือที่เป็นระบบ
