While national policies, strategic reserves, critical infrastructure, and centralized resource management systems provide essential foundations for security and stability, the ability of communities to sustain themselves during disruptions often determines the effectiveness of broader national resilience efforts.
In an increasingly uncertain world, communities are exposed to a growing range of risks, including climate change, natural disasters, resource shortages, supply chain disruptions, economic shocks, infrastructure failures, public health emergencies, and environmental degradation. These challenges require localized capacities that enable communities to withstand, adapt to, and recover from disruptions without excessive dependence on external support.
Historically, many resource systems have evolved toward centralization to achieve economies of scale and operational efficiency. While centralized systems provide important advantages, they can also create systemic vulnerabilities. Disruptions affecting centralized infrastructure, logistics networks, power systems, food distribution channels, or water supply systems may have widespread consequences across multiple regions simultaneously.
Globally, resilience frameworks are increasingly recognizing the importance of decentralization as a complementary strategy to centralized resource governance. Distributed energy systems, local food production, community water management, localized resource reserves, cooperative networks, and community-led resilience initiatives contribute to greater flexibility and redundancy within national systems.
For Thailand, strengthening resilience at the community level is particularly important given the country’s diverse geography, agricultural economy, exposure to climate risks, and varying levels of infrastructure accessibility. Rural communities, coastal areas, mountainous regions, and urban neighborhoods each face distinct resource challenges that require context-specific solutions.
Community resilience also supports faster crisis response and recovery. When local populations possess the capability to manage essential resources independently, they are better positioned to maintain continuity of critical functions during emergencies while reducing the burden on national response mechanisms.
The decentralization of resource resilience extends beyond emergency preparedness. It includes the development of sustainable local production systems, renewable energy generation, community water security, local resource governance, circular economy practices, cooperative enterprises, and social resilience networks. These capabilities contribute to both long-term sustainability and economic development.
Technological innovation is creating new opportunities for localized resilience. Community microgrids, distributed renewable energy systems, smart water management technologies, digital resource monitoring platforms, localized storage systems, and community resilience applications enable local actors to manage resources more effectively than ever before.
Strong community resilience also enhances national cohesion. Communities that possess greater self-reliance, adaptive capacity, and organizational capability contribute to social stability, reduce vulnerability to external shocks, and strengthen overall national preparedness.
A decentralized resilience framework further improves resource efficiency by enabling local optimization and reducing dependence on long-distance transportation, centralized infrastructure, and external supply chains. Such systems are often more adaptable and responsive to changing local conditions.
The objective of Enhancement of Decentralized & Community-Level Resource Resilience strategy is therefore to establish a nationally coordinated yet locally empowered resilience architecture that strengthens community self-reliance, enhances decentralized resource management, improves adaptive capacity, and supports Thailand’s long-term resilience, sustainability, and resource security objectives.

แม้ว่าระบบบริหารจัดการทรัพยากรแบบรวมศูนย์จะมีความสำคัญต่อการพัฒนาประเทศ แต่การกระจายขีดความสามารถด้านพลังงาน อาหาร น้ำ และทรัพยากรที่จำเป็นไปสู่ระดับพื้นที่ จะช่วยสร้างความซ้ำซ้อนเชิงยุทธศาสตร์ (Strategic Redundancy) และเพิ่มความสามารถในการฟื้นตัวของประเทศเมื่อเกิดเหตุการณ์ไม่คาดฝัน
ประเทศไทยมีความหลากหลายด้านภูมิประเทศ สภาพภูมิอากาศ และรูปแบบการใช้ทรัพยากร จึงจำเป็นต้องส่งเสริมระบบความยืดหยุ่นในระดับชุมชนที่สามารถออกแบบและปรับใช้ได้ตามบริบทของแต่ละพื้นที่ ทั้งในเขตเมือง ชนบท พื้นที่ชายฝั่ง พื้นที่ภูเขา และพื้นที่เศรษฐกิจสำคัญ
