ความมั่นคงด้านทรัพยากรในศตวรรษที่ 21 มีลักษณะเป็นความท้าทายเชิงระบบที่เชื่อมโยงหลายภาคส่วนเข้าด้วยกัน พลังงาน อาหาร น้ำ วัตถุดิบเชิงยุทธศาสตร์ โครงสร้างพื้นฐาน ห่วงโซ่อุปทาน เทคโนโลยี และระบบเศรษฐกิจ ล้วนมีความสัมพันธ์กันอย่างใกล้ชิด การบริหารจัดการในลักษณะแยกส่วนจึงไม่สามารถตอบสนองต่อความซับซ้อนของความเสี่ยงสมัยใหม่ได้อย่างมีประสิทธิภาพ

ที่ผ่านมา หน่วยงานภาครัฐ ภาคเอกชน และองค์กรที่เกี่ยวข้องมักดำเนินงานภายใต้ภารกิจเฉพาะของตนเอง แม้จะช่วยเพิ่มประสิทธิภาพในระดับหน่วยงาน แต่ในหลายกรณีอาจก่อให้เกิดช่องว่างด้านข้อมูล ความซ้ำซ้อนในการลงทุน หรือความล่าช้าในการตอบสนองต่อวิกฤตที่ส่งผลกระทบข้ามภาคส่วน

ประเทศไทยจึงจำเป็นต้องมีกลไกการประสานงานที่สามารถเชื่อมโยงหน่วยงานทุกภาคส่วนเข้าสู่กรอบการบริหารจัดการทรัพยากรแห่งชาติแบบบูรณาการ เพื่อให้เกิดการวางแผนร่วม การแลกเปลี่ยนข้อมูล การบริหารความเสี่ยงร่วม และการตัดสินใจที่สอดคล้องกันทั้งระบบ

การสร้างกลไกความร่วมมือดังกล่าวมิใช่เพียงการจัดตั้งคณะกรรมการหรือเวทีประชุม แต่เป็นการพัฒนาโครงสร้างการกำกับดูแล (Governance Architecture) ที่สามารถทำงานได้จริงทั้งในภาวะปกติและภาวะวิกฤต โดยเชื่อมโยงตั้งแต่ระดับนโยบาย ระดับปฏิบัติการ ไปจนถึงระดับพื้นที่
