Civil resilience refers to the capacity of individuals, communities, civil society organizations, and local institutions to anticipate, withstand, adapt to, and recover from disruptions while maintaining essential social functions. ในโลกยุคใหม่ ความมั่นคงของประเทศมิได้ขึ้นอยู่กับกำลังทางทหารหรือศักยภาพของภาครัฐเพียงอย่างเดียว แต่ขึ้นอยู่กับความสามารถของประชาชนในการร่วมกันรับมือ ปรับตัว และฟื้นตัวจากความเปลี่ยนแปลงและวิกฤตที่เกิดขึ้นในทุกมิติ ไม่ว่าจะเป็นภัยพิบัติทางธรรมชาติ วิกฤตเศรษฐกิจ โรคระบาด ภัยคุกคามทางข้อมูลข่าวสาร หรือความขัดแย้งทางสังคม

ความยืดหยุ่นของภาคประชาชน (Civil Resilience) จึงเป็นองค์ประกอบสำคัญของความมั่นคงแห่งชาติยุคใหม่ โดยครอบคลุมทั้งความพร้อมรับมือวิกฤต ความสามารถในการพึ่งพาตนเอง การมีส่วนร่วมของประชาชน ความรับผิดชอบต่อสังคม ความร่วมมือระหว่างชุมชน และการฟื้นตัวหลังเผชิญความท้าทาย

ขณะเดียวกัน ความเป็นเอกภาพของสังคม (Social Cohesion) เป็นกลไกสำคัญในการรักษาความมั่นคงภายในประเทศ ลดความเปราะบางจากความขัดแย้ง และสร้างพลังร่วมในการขับเคลื่อนประเทศไปข้างหน้า ท่ามกลางความแตกต่างทางเศรษฐกิจ สังคม วัฒนธรรม และภูมิภาค

วัตถุประสงค์ของ Establishment of National Civil Resilience & Cohesion Framework คือ การจัดตั้งกรอบความยืดหยุ่นและความเป็นเอกภาพของภาคประชาชนแห่งชาติ เพื่อเสริมสร้างศักยภาพของประชาชน ชุมชน และภาคประชาสังคมในการรับมือ ปรับตัว และฟื้นตัวจากความเสี่ยงในอนาคต พร้อมทั้งเสริมสร้างความสามัคคี ความไว้วางใจ และความร่วมมือของสังคมไทยในฐานะรากฐานของความมั่นคงแห่งชาติ
