The long-term resilience, stability, and competitiveness of a nation depend not only upon its institutions, infrastructure, and economic resources, but also upon the capabilities, values, and preparedness of its citizens. In an increasingly complex and interconnected world, education has become one of the most important strategic instruments for strengthening national resilience and ensuring that future generations possess the competencies required to navigate emerging challenges.
The twenty-first century is characterized by rapid technological transformation, information saturation, geopolitical uncertainty, climate-related disruptions, cyber threats, social polarization, public health emergencies, and increasingly complex risk environments. Citizens are now required to operate in conditions that demand not only technical knowledge but also critical thinking, civic responsibility, digital awareness, adaptability, and crisis readiness.
Traditional education systems were largely designed to prepare individuals for industrial-era economies and stable social environments. While foundational academic knowledge remains essential, modern societies increasingly require educational frameworks that equip learners with practical competencies related to citizenship, digital participation, information literacy, resilience, and emergency preparedness.
Globally, governments are recognizing that civic education, digital literacy, and crisis preparedness are no longer optional components of education. Nations that successfully integrate these competencies into their educational systems are better positioned to strengthen social cohesion, counter misinformation, improve civic engagement, enhance public trust, and build resilience against future disruptions.
Civic education plays a critical role in developing responsible citizens who understand their rights, responsibilities, and roles within society. It strengthens democratic participation, promotes social responsibility, fosters national unity, and encourages constructive engagement with public institutions and community affairs.
Digital literacy has become equally important. The growing influence of digital platforms, artificial intelligence, social media, and online information ecosystems requires citizens to possess the skills necessary to evaluate information critically, identify misinformation, protect themselves from cyber risks, and participate responsibly in digital environments.
Crisis preparedness represents another increasingly important educational priority. Natural disasters, public health emergencies, infrastructure disruptions, cyber incidents, and societal crises are becoming more frequent and complex. Citizens who possess basic preparedness knowledge and response capabilities contribute significantly to national resilience and reduce the overall impact of crises.
For Thailand, integrating these competencies into the national curriculum supports broader national objectives related to social resilience, national security, economic competitiveness, and sustainable development. Education serves as the most effective long-term mechanism for embedding resilience throughout society and creating a culture of preparedness and responsible citizenship.
Such integration should not be limited to isolated subjects or temporary programs. These tools can significantly enhance the effectiveness of resilience-focused education.
The objective of Integration of Civic Education, Digital Literacy & Crisis Preparedness into National Curriculum strategy is therefore to establish a comprehensive national education architecture that develops informed citizens, digitally resilient communities, and crisis-prepared populations capable of supporting Thailand’s long-term security, resilience, unity, and sustainable development.

การศึกษาพลเมือง (Civic Education) เป็นเครื่องมือสำคัญในการปลูกฝังความรับผิดชอบต่อส่วนรวม การเคารพกติกาของสังคม การมีส่วนร่วมทางสาธารณะ และการสร้างความเข้าใจในบทบาทของประชาชนต่อการพัฒนาประเทศ ขณะที่การรู้เท่าทันดิจิทัล (Digital Literacy) เป็นภูมิคุ้มกันสำคัญต่อข้อมูลบิดเบือน การหลอกลวงทางออนไลน์ และความเสี่ยงในโลกดิจิทัล
ในขณะเดียวกัน การเตรียมความพร้อมรับวิกฤต (Crisis Preparedness) กำลังกลายเป็นทักษะพื้นฐานที่จำเป็นสำหรับประชาชนทุกคน ไม่ว่าจะเป็นการรับมือภัยพิบัติ โรคระบาด อุบัติภัยทางเทคโนโลยี หรือเหตุการณ์ฉุกเฉินอื่น ๆ ที่อาจส่งผลกระทบต่อชีวิตและสังคม
