While these developments have expanded access to information and enhanced civic participation, they have also increased the risks associated with misinformation, disinformation, information overload, declining trust, and fragmented public discourse.

Across the world, governments are facing growing challenges in maintaining public confidence during periods of uncertainty. Crises such as pandemics, natural disasters, economic disruptions, security incidents, and social tensions have demonstrated that trusted communication is not merely a public relations function but a critical national capability that directly influences societal resilience and collective response.

Public trust serves as a strategic asset. When citizens have confidence in public institutions and receive timely, accurate, and transparent information, they are more likely to cooperate with national policies, participate constructively in public life, and contribute to crisis management efforts. ในยุคที่ข้อมูลข่าวสารไหลเวียนอย่างรวดเร็วและประชาชนสามารถเข้าถึงแหล่งข้อมูลได้จากหลากหลายช่องทาง ความน่าเชื่อถือของการสื่อสารภาครัฐและความสามารถในการสร้างความเข้าใจร่วมกับสังคม กลายเป็นปัจจัยสำคัญต่อความมั่นคงของประเทศ การบริหารราชการแผ่นดิน และความสามารถในการรับมือกับวิกฤตในทุกมิติ

ความก้าวหน้าของเทคโนโลยีดิจิทัลและสื่อสังคมออนไลน์ได้เปลี่ยนแปลงรูปแบบการสื่อสารจากระบบทางเดียวไปสู่ระบบที่ประชาชนสามารถมีส่วนร่วม แสดงความคิดเห็น และส่งต่อข้อมูลได้อย่างรวดเร็ว แม้จะสร้างโอกาสในการมีส่วนร่วมทางสังคมมากขึ้น แต่ก็เพิ่มความเสี่ยงจากข้อมูลบิดเบือน ข่าวลวง ความสับสนของข้อมูล และการลดลงของความเชื่อมั่นต่อสถาบันสาธารณะ

ความเชื่อมั่นของประชาชนถือเป็นทุนทางยุทธศาสตร์ของประเทศ หากประชาชนได้รับข้อมูลที่ถูกต้อง โปร่งใส และทันเวลา จะสามารถสนับสนุนมาตรการของรัฐ ร่วมมือในการรับมือวิกฤต และมีส่วนร่วมในการพัฒนาประเทศได้อย่างมีประสิทธิภาพ ในทางตรงกันข้าม หากระบบการสื่อสารขาดความน่าเชื่อถือ อาจนำไปสู่ความไม่ไว้วางใจ ความสับสน และความเปราะบางทางสังคม

ประเทศไทยจึงจำเป็นต้องมีระบบการสื่อสารแห่งชาติที่สามารถสร้างความไว้วางใจระหว่างรัฐกับประชาชน ส่งเสริมการสื่อสารแบบสองทาง เปิดพื้นที่ให้ประชาชนมีส่วนร่วม และเชื่อมโยงข้อมูลจากทุกภาคส่วนเข้าสู่ระบบการรับรู้สถานการณ์ของประเทศ

วัตถุประสงค์ของ Development of Trusted National Communication & Public Engagement System คือ การพัฒนาระบบการสื่อสารแห่งชาติที่มีความน่าเชื่อถือ โปร่งใส เข้าถึงได้ และเอื้อต่อการมีส่วนร่วมของประชาชน เพื่อเสริมสร้างความเชื่อมั่นของสังคม สนับสนุนการบริหารประเทศ และเพิ่มความยืดหยุ่นของสังคมไทยต่อความท้าทายในอนาคต
