In the contemporary operating environment, institutional trust faces growing challenges. Rapid information flows, social media ecosystems, misinformation campaigns, political polarization, economic uncertainty, governance failures, corruption concerns, and declining confidence in public institutions have become common challenges across many countries. These developments have elevated trust-building from a communications issue to a strategic national priority.

Global experience demonstrates that trust cannot be imposed through authority alone. Sustainable trust emerges through consistent performance, transparency, accountability, responsiveness, fairness, competence, and meaningful engagement with citizens. Institutions that effectively demonstrate these qualities are more likely to maintain public confidence even during periods of crisis and uncertainty.

For governments, institutional trust directly influences policy effectiveness. Citizens are more willing to comply with regulations, support public initiatives, participate in governance processes, and cooperate during emergencies when they trust the institutions responsible for implementing policies. ความไว้วางใจต่อสถาบันเป็นหนึ่งในทุนทางยุทธศาสตร์ที่สำคัญที่สุดของประเทศ เพราะเป็นปัจจัยพื้นฐานที่กำหนดความสามารถของรัฐในการบริหารประเทศ ขับเคลื่อนนโยบาย สร้างความร่วมมือกับประชาชน และรักษาเสถียรภาพของสังคมในระยะยาว สังคมที่มีระดับความไว้วางใจสูงมักมีต้นทุนในการบริหารจัดการต่ำกว่า มีความสามารถในการตอบสนองต่อวิกฤตได้ดีกว่า และสามารถขับเคลื่อนการเปลี่ยนแปลงได้อย่างมีประสิทธิภาพมากกว่า

ในโลกยุคดิจิทัล ความคาดหวังของประชาชนต่อสถาบันต่าง ๆ เพิ่มสูงขึ้นอย่างต่อเนื่อง ทั้งในด้านความโปร่งใส ความรับผิดชอบ ความรวดเร็วในการให้บริการ ความเป็นธรรม และการเปิดโอกาสให้ประชาชนมีส่วนร่วมในการกำหนดทิศทางของสังคม หากสถาบันไม่สามารถตอบสนองต่อความคาดหวังดังกล่าวได้ อาจนำไปสู่การลดลงของความเชื่อมั่นและความชอบธรรมในการดำเนินงาน

ประสบการณ์จากหลายประเทศแสดงให้เห็นว่าความไว้วางใจไม่สามารถสร้างขึ้นได้จากการสื่อสารเพียงอย่างเดียว แต่ต้องเกิดจากผลลัพธ์ที่เป็นรูปธรรม ความโปร่งใสในการดำเนินงาน ความรับผิดชอบต่อสาธารณะ การมีธรรมาภิบาลที่ดี และการรับฟังเสียงของประชาชนอย่างต่อเนื่อง
