National narratives serve as the foundational stories through which societies understand themselves, interpret historical experiences, define collective aspirations, and mobilize efforts toward shared goals. A coherent national narrative provides meaning, direction, and unity, helping citizens navigate uncertainty while reinforcing social cohesion and national identity.

The rapid expansion of digital communication, social media ecosystems, artificial intelligence, and decentralized information networks has dramatically increased the speed at which narratives can emerge, evolve, and spread. Competing narratives, misinformation campaigns, foreign influence operations, and societal polarization can undermine national cohesion if not addressed through credible and coordinated communication efforts.

Across many countries, fragmented communication environments have contributed to declining public trust, social divisions, and reduced confidence in institutions. In contrast, nations that maintain a coherent strategic narrative and effective public communication architecture are generally more capable of sustaining unity, mobilizing collective action, and maintaining resilience during periods of disruption and uncertainty.

For Thailand, the alignment of national narrative and public communication is essential for strengthening social cohesion, enhancing public understanding of national priorities, reinforcing institutional trust, and supporting long-term national transformation. As the nation faces technological, economic, environmental, and geopolitical transitions, a shared understanding of national goals becomes increasingly important.

A national narrative should not be viewed as a mechanism for controlling public discourse. Rather, it should function as a strategic framework that connects national values, historical identity, future aspirations, and policy objectives into a coherent and inclusive story that resonates across diverse segments of society.

Strategic public communication plays a critical role in translating national objectives into messages that are understandable, relevant, and meaningful to citizens. Effective communication bridges the gap between policy and public understanding, enabling citizens to participate constructively in national development and resilience-building efforts.

The development of a coordinated communication architecture also enhances national preparedness during crises. ในยุคที่ข้อมูลข่าวสารกลายเป็นหนึ่งในปัจจัยกำหนดความมั่นคงของประเทศ เรื่องเล่า (Narrative) ความเชื่อ การรับรู้ และความเข้าใจร่วมของประชาชน มีบทบาทสำคัญต่อความเป็นเอกภาพของสังคม ความเชื่อมั่นต่อสถาบัน และความสามารถของประเทศในการขับเคลื่อนการเปลี่ยนแปลงเชิงยุทธศาสตร์

เรื่องเล่าแห่งชาติ (National Narrative) เปรียบเสมือนกรอบความเข้าใจร่วมที่ช่วยอธิบายว่าเราเป็นใคร มาจากไหน กำลังมุ่งไปสู่จุดใด และเหตุใดประชาชนจึงควรมีส่วนร่วมในการสร้างอนาคตของประเทศร่วมกัน เรื่องเล่าที่มีความชัดเจน สอดคล้อง และได้รับการยอมรับจากสังคม จะช่วยเสริมสร้างความสามัคคี ลดความแตกแยก และสร้างพลังร่วมในการพัฒนาประเทศ

ในขณะเดียวกัน การขยายตัวของสื่อดิจิทัลและแพลตฟอร์มออนไลน์ได้เพิ่มความซับซ้อนของสภาพแวดล้อมด้านข้อมูลข่าวสาร ทำให้ประชาชนได้รับข้อมูลจากหลากหลายแหล่งที่มีทั้งข้อมูลที่ถูกต้อง ข้อมูลบิดเบือน และเรื่องเล่าที่แข่งขันกัน การขาดความสอดคล้องของการสื่อสารสาธารณะอาจนำไปสู่ความสับสน ความไม่ไว้วางใจ และความเปราะบางทางสังคม

ประเทศไทยจึงจำเป็นต้องมีกรอบการสร้างความสอดคล้องของเรื่องเล่าแห่งชาติและยุทธศาสตร์การสื่อสารสาธารณะที่สามารถเชื่อมโยงวิสัยทัศน์ของประเทศ ค่านิยมร่วม เป้าหมายการพัฒนา และการสื่อสารภาครัฐเข้าด้วยกันอย่างเป็นระบบ เพื่อสร้างความเข้าใจร่วมและความร่วมมือของประชาชนในการขับเคลื่อนประเทศ
