พัฒนากลไกกองทุนโครงสร้างพื้นฐานอาเซียนและเครื่องมือการลงทุนระดับภูมิภาค เพื่อระดมเงินทุนระยะยาวสำหรับโครงการโครงสร้างพื้นฐานยุทธศาสตร์ การพัฒนาอย่างยั่งยืน และการเชื่อมโยงเศรษฐกิจของประเทศสมาชิก พร้อมยกระดับระบบการลงทุนร่วมของอาเซียนให้สามารถแข่งขันในระดับโลก
