Objective

Develop and expand a nationwide cold chain, storage, and post-harvest infrastructure system to minimize post-harvest losses, preserve agricultural product quality, improve logistics efficiency, extend product shelf life, and strengthen Thailand's agricultural competitiveness in domestic and international markets.

Action

• Develop an integrated national cold chain infrastructure connecting production areas, collection centers, storage facilities, processing plants, logistics hubs, wholesale markets, export gateways, and retail distribution networks.

• Expand modern storage facilities, refrigerated warehouses, cold rooms, controlled atmosphere storage, and mobile cold storage systems to support diverse agricultural commodities.

• Strengthen post-harvest management through standardized handling, grading, sorting, packaging, quality inspection, and food safety management systems.

• Integrate IoT sensors, temperature monitoring systems, RFID, AI analytics, and digital logistics platforms to enable real-time monitoring and optimization of cold chain operations.

• Promote public-private partnerships (PPP), agricultural cooperatives, and community enterprises in developing regional cold chain infrastructure and shared storage facilities.

• Establish national standards and certification systems for cold chain management, post-harvest handling, and logistics operations to improve product quality, traceability, and export readiness.

พัฒนาและขยายโครงสร้างพื้นฐานด้านระบบความเย็น การจัดเก็บ และการจัดการหลังการเก็บเกี่ยวในระดับประเทศ เพื่อรักษาคุณภาพสินค้าเกษตร ลดการสูญเสียหลังการเก็บเกี่ยว เพิ่มประสิทธิภาพด้านโลจิสติกส์ และยกระดับศักยภาพการแข่งขันของสินค้าเกษตรไทยทั้งในประเทศและตลาดโลก

• พัฒนาโครงข่ายโครงสร้างพื้นฐานระบบความเย็นระดับชาติที่เชื่อมโยงแหล่งผลิต ศูนย์รวบรวมผลผลิต คลังสินค้า โรงงานแปรรูป ศูนย์กระจายสินค้า ตลาดค้าส่ง ท่าเรือ สนามบิน และช่องทางการส่งออกให้เป็นระบบเดียวกัน

• ขยายการลงทุนด้านห้องเย็น คลังสินค้าเย็น ห้องควบคุมอุณหภูมิ ระบบจัดเก็บบรรยากาศควบคุม (Controlled Atmosphere Storage) และห้องเย็นเคลื่อนที่ เพื่อรองรับสินค้าเกษตรที่มีความหลากหลาย

• ยกระดับระบบการจัดการหลังการเก็บเกี่ยว ตั้งแต่การคัดแยก การคัดเกรด การบรรจุ การตรวจสอบคุณภาพ การควบคุมมาตรฐาน และความปลอดภัยอาหาร เพื่อลดการสูญเสียและเพิ่มมูลค่าสินค้า

• ประยุกต์ใช้เทคโนโลยี IoT ระบบตรวจวัดอุณหภูมิแบบ Real-time RFID AI และแพลตฟอร์มโลจิสติกส์ดิจิทัล เพื่อเพิ่มประสิทธิภาพในการติดตาม ควบคุม และบริหารจัดการระบบความเย็นตลอดห่วงโซ่อุปทาน

• ส่งเสริมความร่วมมือระหว่างภาครัฐ ภาคเอกชน สหกรณ์ และวิสาหกิจชุมชน ในการพัฒนาโครงสร้างพื้นฐานด้าน Cold Chain และศูนย์รวบรวมผลผลิตในระดับพื้นที่

• จัดทำมาตรฐานและระบบรับรองด้าน Cold Chain การจัดการหลังการเก็บเกี่ยว และการขนส่งสินค้าเกษตร เพื่อยกระดับคุณภาพสินค้า สร้างความเชื่อมั่นแก่ผู้บริโภค และรองรับการส่งออก

• ประเทศไทยมีโครงสร้างพื้นฐานด้าน Cold Chain และการจัดการหลังการเก็บเกี่ยวที่ครอบคลุมตลอดห่วงโซ่อุปทาน
