Develop a nationwide human capital development program that transforms farmers into skilled agricultural professionals and competitive agri-entrepreneurs by strengthening technical competencies, digital literacy, business management, innovation capabilities, financial literacy, and leadership for sustainable agricultural transformation.

Action

• Establish a national farmer competency development framework covering modern agriculture, digital technologies, climate-smart farming, agribusiness management, and entrepreneurship.

• Develop continuous learning pathways that enable farmers to upgrade their knowledge throughout their careers through formal training, online learning, demonstration farms, mentoring, and experiential learning.

• Strengthen digital literacy by promoting the use of Smart Agriculture platforms, AI advisory systems, IoT technologies, precision farming tools, data analytics, and digital farm management applications.

• Promote entrepreneurship by developing farmers' capabilities in business planning, branding, product development, financial management, value-added processing, digital marketing, export readiness, and investment planning.

• Establish regional Agricultural Innovation & Entrepreneurship Centers that provide training, business incubation, coaching, technology transfer, and innovation support for farmers and agricultural startups.

• Foster collaboration among government agencies, universities, research institutions, financial institutions, private enterprises, cooperatives, and international partners to develop an integrated agricultural learning ecosystem.

• Encourage lifelong learning, innovation culture, leadership development, and peer-to-peer knowledge sharing through Smart Farmer and Young Smart Farmer networks.

ยกระดับศักยภาพของเกษตรกรไทยจากผู้ผลิตสินค้าเกษตรไปสู่การเป็นผู้ประกอบการเกษตร (Agri-Entrepreneur) ที่มีความรู้ ทักษะ และความสามารถด้านเทคโนโลยี การบริหารธุรกิจ การเงิน การตลาด และนวัตกรรม สามารถแข่งขันในเศรษฐกิจดิจิทัล ปรับตัวต่อการเปลี่ยนแปลงของสภาพภูมิอากาศ และสร้างมูลค่าเพิ่มให้กับภาคการเกษตรได้อย่างยั่งยืน

• จัดทำกรอบการพัฒนาศักยภาพเกษตรกรระดับชาติ (National Farmer Competency Framework) ครอบคลุมองค์ความรู้ด้านการเกษตรสมัยใหม่ เทคโนโลยีดิจิทัล การบริหารจัดการฟาร์ม การเงิน การตลาด และการเป็นผู้ประกอบการ

• พัฒนาระบบการเรียนรู้ตลอดชีวิต (Lifelong Learning) สำหรับเกษตรกร ผ่านการฝึกอบรม ศูนย์เรียนรู้ แปลงสาธิต ระบบ e-Learning การเรียนรู้ภาคปฏิบัติ และระบบพี่เลี้ยง (Mentorship)

• ส่งเสริมการพัฒนาทักษะด้าน Digital Literacy โดยสนับสนุนการใช้งาน National Smart Agriculture Platform, AI, IoT, Precision Farming, ระบบวิเคราะห์ข้อมูล และเครื่องมือดิจิทัลเพื่อการบริหารจัดการฟาร์ม

• พัฒนาทักษะด้านผู้ประกอบการ ได้แก่ การวางแผนธุรกิจ การสร้างแบรนด์ การเพิ่มมูลค่าสินค้า การแปรรูป การบริหารการเงิน การวิเคราะห์ต้นทุน การตลาดดิจิทัล การค้าระหว่างประเทศ และการเข้าถึงแหล่งทุน

• จัดตั้งศูนย์นวัตกรรมและพัฒนาผู้ประกอบการเกษตรในระดับภูมิภาค เพื่อเป็นศูนย์ฝึกอบรม บ่มเพาะธุรกิจ ถ่ายทอดเทคโนโลยี ให้คำปรึกษา และสนับสนุนการพัฒนาสตาร์ทอัพด้านการเกษตร

• สร้างเครือข่ายความร่วมมือระหว่างภาครัฐ มหาวิทยาลัย สถาบันวิจัย สถาบันการเงิน ภาคเอกชน สหกรณ์ และองค์กรระหว่างประเทศ เพื่อพัฒนาระบบนิเวศการเรียนรู้ด้านการเกษตรอย่างครบวงจร

• ส่งเสริมการสร้างเครือข่าย Smart Farmer, Young Smart Farmer และ Agri-Entrepreneur เพื่อแลกเปลี่ยนองค์ความรู้ ถ่ายทอดประสบการณ์ และสร้างผู้นำการเปลี่ยนแปลงในภาคการเกษตร
