Objective

Develop a National Infrastructure Monitoring and Real-Time Control Center (NIMRCC) that provides continuous situational awareness, integrated monitoring, predictive analytics, and coordinated command capabilities for Thailand's critical infrastructure, enabling rapid decision-making, proactive risk management, and resilient national operations.

Action

• Establish a National Infrastructure Monitoring & Real-Time Control Center (NIMRCC) as the central command and operational coordination hub for monitoring and managing all critical infrastructure sectors.

• Integrate real-time operational data from transportation, energy, water resources, telecommunications, healthcare, logistics, public utilities, environmental monitoring, and emergency management into a unified national platform.

• Deploy AI, Digital Twin, IoT sensor networks, GIS, satellite imagery, drone surveillance, predictive analytics, and automated alert systems to continuously monitor infrastructure performance and detect emerging risks.

• Develop a National Common Operating Picture (COP) and Executive Decision Support Dashboard to provide decision-makers with comprehensive real-time situational awareness, infrastructure status, and cross-sector dependency analysis.

• Implement intelligent event management systems capable of detecting anomalies, predicting cascading failures, prioritizing incidents, and coordinating multi-agency response automatically.

• Integrate the control center with disaster management systems, cybersecurity operation centers, emergency communication networks, weather forecasting systems, and national security platforms to strengthen coordinated national response.

• Establish operational standards, cybersecurity policies, data governance frameworks, and continuous training programs to ensure secure, reliable, and efficient operation of the national monitoring and control center.

จัดตั้งศูนย์ควบคุมและเฝ้าระวังโครงสร้างพื้นฐานแห่งชาติ (National Infrastructure Monitoring & Real-Time Control Center: NIMRCC) เพื่อเป็นศูนย์กลางในการติดตาม วิเคราะห์ ประเมินสถานการณ์ และสั่งการเชิงบูรณาการแบบ Real-time สำหรับโครงสร้างพื้นฐานสำคัญของประเทศ เพิ่มขีดความสามารถในการบริหารจัดการความเสี่ยง การตอบสนองต่อเหตุการณ์ และการรักษาความต่อเนื่องของระบบโครงสร้างพื้นฐานในทุกสถานการณ์

• จัดตั้งศูนย์ National Infrastructure Monitoring & Real-Time Control Center (NIMRCC) ทำหน้าที่เป็นศูนย์บัญชาการกลางสำหรับการเฝ้าระวัง ควบคุม และประสานงานโครงสร้างพื้นฐานสำคัญของประเทศ

• เชื่อมโยงข้อมูลแบบ Real-time จากระบบคมนาคม พลังงาน น้ำ โทรคมนาคม สาธารณสุข โลจิสติกส์ ระบบสาธารณูปโภค สิ่งแวดล้อม และหน่วยงานบริหารจัดการภัยพิบัติ เข้าสู่แพลตฟอร์มกลางของประเทศ

• ประยุกต์ใช้ AI, Digital Twin, IoT Sensor, GIS, ภาพถ่ายดาวเทียม โดรน ระบบวิเคราะห์ข้อมูลเชิงคาดการณ์ และระบบแจ้งเตือนอัตโนมัติ เพื่อตรวจจับความผิดปกติ วิเคราะห์แนวโน้มความเสี่ยง และสนับสนุนการตัดสินใจเชิงรุก

• พัฒนา National Common Operating Picture (COP) และ Executive Dashboard เพื่อแสดงภาพรวมของโครงสร้างพื้นฐานทั้งประเทศ วิเคราะห์ความเชื่อมโยงระหว่างระบบ และสนับสนุนการตัดสินใจของผู้บริหารระดับประเทศ

• พัฒนาระบบ Intelligent Event Management ที่สามารถตรวจจับเหตุการณ์ วิเคราะห์ผลกระทบแบบลูกโซ่ (Cascading Failure) จัดลำดับความสำคัญของเหตุการณ์ และประสานการตอบสนองของหลายหน่วยงานโดยอัตโนมัติ

• เชื่อมโยงศูนย์ควบคุมกับระบบบริหารจัดการภัยพิบัติ ศูนย์ปฏิบัติการด้านความมั่นคงปลอดภัยไซเบอร์ ระบบสื่อสารฉุกเฉิน ระบบพยากรณ์อากาศ และแพลตฟอร์มด้านความมั่นคงแห่งชาติ เพื่อยกระดับการตอบสนองแบบบูรณาการ

• จัดทำมาตรฐานการปฏิบัติงาน การกำกับดูแลข้อมูล ความมั่นคงปลอดภัยไซเบอร์ และพัฒนาศักยภาพบุคลากร เพื่อให้ศูนย์สามารถปฏิบัติงานได้อย่างมีประสิทธิภาพตลอด 24 ชั่วโมง
