The strategy aims to attract long-term capital from multilateral development banks, international climate funds, sovereign wealth funds, institutional investors, philanthropic organizations, and private financial markets to accelerate Thailand's climate adaptation, resilience, and sustainable development agenda.

  Develop a comprehensive national strategy that defines priority investment sectors, capital mobilization pathways, financing mechanisms, investment governance, and international cooperation frameworks. The strategy should align with Thailand's national development priorities while meeting global climate finance standards and investor expectations.

• Develop a National Climate Investment Pipeline Platform.
  Establish a centralized platform that identifies, evaluates, and prioritizes climate-related investment projects across infrastructure, agriculture, water resources, energy, ecosystem restoration, urban resilience, and digital climate services. The platform should standardize project preparation, investment appraisal, and disclosure to improve investment readiness and bankability.

• Strengthen Climate Investment Readiness and Project Preparation.
  Develop standardized methodologies for feasibility assessment, climate risk analysis, environmental and social safeguards, financial structuring, and investment due diligence. This will enhance project quality and accelerate access to international climate finance and blended finance mechanisms.

• Integrate Climate Intelligence into Investment Decision-Making.
  Connect the National Climate Intelligence Platform (NCIP), Climate Risk Pricing Engine, National Digital Twin, and climate risk assessment systems with investment analysis processes. Real-time climate intelligence should support project evaluation, investment prioritization, portfolio optimization, and long-term financial sustainability.

• Expand International Climate Finance Partnerships.
  Strengthen cooperation with multilateral development banks, international climate funds, development finance institutions, sovereign wealth funds, export credit agencies, philanthropic organizations, and private investors to diversify funding sources and promote Thailand as a regional climate investment hub.

• Develop Climate Finance Promotion and Investment Facilitation Mechanisms.
  Establish dedicated investment promotion programs, digital investor services, climate investment information portals, project matchmaking platforms, and one-stop facilitation mechanisms to improve investor confidence, reduce transaction costs, and accelerate capital inflows into climate-related projects.

พัฒนากลยุทธ์ระดับชาติในการดึงดูดเงินทุนด้านสภาพภูมิอากาศจากทั่วโลก เพื่อยกระดับประเทศไทยให้เป็นหนึ่งในจุดหมายสำคัญของการลงทุนด้าน Climate Finance ในภูมิภาค โดยเพิ่มความพร้อมของโครงการ (Investment Readiness) ยกระดับคุณภาพการเตรียมโครงการ (Project Bankability) บูรณาการ Climate Intelligence เข้าสู่กระบวนการตัดสินใจลงทุน และสร้างระบบนิเวศการลงทุนที่สอดคล้องกับมาตรฐานสากล เพื่อสนับสนุนการลงทุนด้านการปรับตัวต่อการเปลี่ยนแปลงสภาพภูมิอากาศ ความยืดหยุ่นของประเทศ และการพัฒนาอย่างยั่งยืน

  พัฒนายุทธศาสตร์ระดับชาติสำหรับการระดมและดึงดูดเงินทุนด้านสภาพภูมิอากาศ กำหนดภาคการลงทุนเป้าหมาย กลไกการระดมทุน แนวทางการบริหารการลงทุน และกรอบความร่วมมือระหว่างประเทศ โดยเชื่อมโยงกับยุทธศาสตร์การพัฒนาประเทศและเป้าหมายด้าน Climate Resilience เพื่อสร้างทิศทางการลงทุนที่ชัดเจนและสอดคล้องกับมาตรฐานสากล

• พัฒนา National Climate Investment Pipeline Platform
  จัดตั้งแพลตฟอร์มกลางสำหรับรวบรวม คัดกรอง จัดลำดับความสำคัญ และเตรียมโครงการด้านสภาพภูมิอากาศในสาขาต่าง ๆ เช่น การบริหารจัดการน้ำ เกษตรกรรม โครงสร้างพื้นฐาน เมืองอัจฉริยะ การฟื้นฟูระบบนิเวศ พลังงานสะอาด และโครงสร้างพื้นฐานดิจิทัล เพื่อสร้างโครงการที่มีคุณภาพและพร้อมเข้าสู่กระบวนการลงทุนของนักลงทุนทั้งในและต่างประเทศ

• ยกระดับความพร้อมของโครงการและมาตรฐานการลงทุน (Investment Readiness & Project Bankability)
  พัฒนามาตรฐานการวิเคราะห์ความเป็นไปได้ การประเมินความเสี่ยงด้านสภาพภูมิอากาศ การวิเคราะห์ผลกระทบด้านสิ่งแวดล้อมและสังคม การจัดโครงสร้างทางการเงิน และการจัดทำข้อมูลประกอบการลงทุน เพื่อเพิ่มความน่าเชื่อถือของโครงการและลดระยะเวลาในการเข้าถึงแหล่งทุนระหว่างประเทศ

• บูรณาการ Climate Intelligence เข้าสู่การตัดสินใจลงทุน
  เชื่อมโยงข้อมูลจาก National Climate Intelligence Platform (NCIP), Climate Risk Pricing Engine, National Digital Twin และระบบประเมินความเสี่ยงด้านสภาพภูมิอากาศ เพื่อสนับสนุนการประเมินโครงการ การจัดลำดับความสำคัญของการลงทุน การวิเคราะห์ผลตอบแทนที่ปรับด้วยความเสี่ยง (Risk-Adjusted Return) และการติดตามผลการลงทุนแบบ Real-time

  ส่งเสริมความร่วมมือกับธนาคารเพื่อการพัฒนา กองทุนด้านสภาพภูมิอากาศ องค์กรการเงินระหว่างประเทศ กองทุนความมั่งคั่งแห่งชาติ นักลงทุนสถาบัน องค์กรการกุศล และภาคเอกชนระดับโลก เพื่อเพิ่มแหล่งเงินทุน ถ่ายทอดองค์ความรู้ และสร้างโอกาสในการลงทุนร่วมสำหรับโครงการยุทธศาสตร์ของประเทศ โดยเชื่อมโยงกับ SI-016-06 ด้านความร่วมมือระหว่างประเทศ

• พัฒนากลไกส่งเสริมการลงทุนและอำนวยความสะดวกด้าน Climate Finance
  จัดตั้งระบบส่งเสริมการลงทุนด้านสภาพภูมิอากาศ เช่น ศูนย์บริการนักลงทุนแบบเบ็ดเสร็จ (Climate Investment One-Stop Service) พอร์ทัลข้อมูลการลงทุน แพลตฟอร์มจับคู่โครงการกับนักลงทุน (Project Matching Platform) และระบบติดตามสถานะโครงการ เพื่อเพิ่มความโปร่งใส ลดต้นทุนธุรกรรม และยกระดับความเชื่อมั่นของนักลงทุนในการลงทุนในประเทศไทย
