• Establish Public-Private Partnership (PPP) Models for Coastal Protection
  Design standardized PPP models that enable private-sector participation in coastal infrastructure, nature-based solutions, ecosystem restoration, flood protection systems, smart coastal monitoring, and climate-resilient tourism development while ensuring transparent risk-sharing and long-term sustainability.

• Develop Climate Finance and Innovative Financing Mechanisms
  Introduce diversified financing instruments including Climate Funds, Green Bonds, Blue Bonds, Resilience Bonds, Blended Finance, Outcome-Based Financing, Carbon Markets, and Ecosystem Service Payments to expand investment capacity beyond traditional government budgeting.

• Establish Coastal Protection Investment Prioritization Framework
  Develop evidence-based investment prioritization criteria using Climate Risk Assessment, Cost-Benefit Analysis, Digital Twin simulation, ecosystem valuation, and socio-economic impact analysis to maximize investment efficiency and long-term resilience.

• Create National Coastal Investment Coordination Platform
  Establish a national coordination platform connecting government agencies, financial institutions, private investors, insurers, development partners, and local governments to facilitate project preparation, financing alignment, investment monitoring, and policy coordination.

• Develop Coastal Investment Monitoring and Performance Evaluation System
  Implement a national monitoring system that evaluates financial performance, climate resilience outcomes, ecosystem recovery, infrastructure effectiveness, and social impacts through standardized indicators and real-time performance dashboards.

• พัฒนาโมเดลความร่วมมือระหว่างภาครัฐและภาคเอกชน (PPP) สำหรับการปกป้องชายฝั่ง
  ออกแบบรูปแบบความร่วมมือที่เปิดโอกาสให้ภาคเอกชนร่วมลงทุนในโครงสร้างป้องกันชายฝั่ง โครงการ Nature-based Solutions การฟื้นฟูป่าชายเลน ระบบติดตามชายฝั่งอัจฉริยะ และโครงสร้างพื้นฐานด้านการท่องเที่ยวที่ยืดหยุ่นต่อสภาพภูมิอากาศ โดยมีการแบ่งปันความเสี่ยงและผลตอบแทนอย่างเหมาะสม

• พัฒนากลไก Climate Finance และเครื่องมือทางการเงินรูปแบบใหม่
  ส่งเสริมการใช้ Green Bond, Blue Bond, Climate Fund, Resilience Bond, Blended Finance, Carbon Credit, Payment for Ecosystem Services (PES) และกองทุนระหว่างประเทศ เพื่อเพิ่มศักยภาพการระดมทุนและกระจายแหล่งเงินลงทุนในระยะยาว

• พัฒนาระบบจัดลำดับความสำคัญของโครงการลงทุน (Investment Prioritization Framework)
  ใช้ข้อมูลจาก Climate Risk Assessment, Digital Twin, การประเมินมูลค่าระบบนิเวศ การวิเคราะห์ต้นทุนและผลตอบแทน (Cost-Benefit Analysis) และผลกระทบทางเศรษฐกิจและสังคม เพื่อกำหนดลำดับความสำคัญของการลงทุนอย่างโปร่งใสและคุ้มค่าสูงสุด

• จัดตั้ง National Coastal Investment Coordination Platform
  พัฒนาแพลตฟอร์มกลางที่เชื่อมโยงหน่วยงานภาครัฐ นักลงทุน สถาบันการเงิน บริษัทประกันภัย องค์กรปกครองส่วนท้องถิ่น และองค์กรระหว่างประเทศ เพื่อสนับสนุนการพัฒนาโครงการ การจัดหาเงินทุน และการติดตามผลการลงทุนแบบบูรณาการ

  จัดทำระบบติดตามผลแบบ Real-time โดยประเมินทั้งประสิทธิภาพการใช้เงิน ผลลัพธ์ด้านการลดความเสี่ยง การฟื้นฟูระบบนิเวศ ความคุ้มค่าทางเศรษฐกิจ และผลกระทบต่อคุณภาพชีวิตของประชาชน เพื่อใช้เป็นข้อมูลในการปรับปรุงนโยบายและการลงทุนในอนาคต
