Objective

To establish an integrated regional climate finance ecosystem that mobilizes public and private capital, accelerates sustainable investments, strengthens regional financial resilience, and supports climate adaptation, mitigation, and low-carbon development across ASEAN Member States through an interoperable climate finance platform and a regional green investment fund.

Action

• Establish the ASEAN Climate Finance Platform (ACFP).
  Develop a regional digital platform that connects governments, multilateral development banks, financial institutions, private investors, climate funds, and project developers into a unified climate finance ecosystem. The platform shall facilitate project matching, investment pipelines, financing opportunities, and regional financial collaboration.

• Develop the ASEAN Regional Green Fund (ARGF).
  Establish a regional investment mechanism that mobilizes blended finance from ASEAN Member States, multilateral institutions, sovereign wealth funds, development partners, ESG investors, and private sectors to finance climate adaptation, mitigation, ecosystem restoration, resilient infrastructure, and green innovation projects.

• Develop ASEAN Climate Investment Standards and Sustainable Finance Frameworks.
  Harmonize regional standards for climate investment, sustainable finance, green project classification, ESG assessment, climate risk disclosure, and impact measurement to improve investment confidence and facilitate cross-border capital flows.

• Implement AI-enabled Climate Finance Intelligence and Investment Analytics.
  Utilize Artificial Intelligence, climate risk analytics, predictive financial modeling, and digital investment intelligence to evaluate project readiness, financial risks, climate impacts, and investment performance for evidence-based financing decisions.

• Strengthen Regional Climate Finance Collaboration and Private Sector Participation.
  Promote public-private partnerships, blended finance mechanisms, green bonds, sustainability-linked finance, carbon market integration, and climate insurance solutions to expand regional investment capacity and reduce financing gaps.

• Develop Regional Capacity Building and Climate Finance Innovation Programs.
  Strengthen institutional capabilities through technical assistance, knowledge sharing, professional training, financial innovation laboratories, and collaborative research to accelerate the development of ASEAN's sustainable finance ecosystem.

Expected Output

An integrated ASEAN Climate Finance Platform and Regional Green Fund are established to mobilize regional and international climate finance, accelerate sustainable investments, strengthen financial resilience, and support climate-resilient development across ASEAN while positioning the region as a leading hub for sustainable and climate finance. The framework complements existing regional sustainable finance initiatives, including ASEAN sustainable finance taxonomies and green financing mechanisms, while expanding regional investment coordination and climate finance mobilization.

• พัฒนากรอบมาตรฐาน ASEAN Climate Finance Framework และ Sustainable Investment Standards
  จัดทำมาตรฐานร่วมด้านการเงินเพื่อสภาพภูมิอากาศ การจัดประเภทโครงการสีเขียว การประเมิน ESG การเปิดเผยความเสี่ยงด้านสภาพภูมิอากาศ การติดตามผลลัพธ์การลงทุน และการประเมินผลกระทบ เพื่อยกระดับความเชื่อมั่นของนักลงทุนและสนับสนุนการเคลื่อนย้ายเงินทุนระหว่างประเทศสมาชิก

• บูรณาการ AI Climate Finance Intelligence และ Investment Analytics
  นำเทคโนโลยี AI, Big Data Analytics และ Predictive Financial Modeling มาใช้ในการวิเคราะห์ความพร้อมของโครงการ ประเมินความเสี่ยงด้านสภาพภูมิอากาศ วิเคราะห์ผลตอบแทนทางเศรษฐกิจและสิ่งแวดล้อม รวมถึงจัดลำดับความสำคัญของการลงทุนบนพื้นฐานของข้อมูลเชิงประจักษ์

• ส่งเสริมความร่วมมือด้าน Climate Finance และการลงทุนจากภาคเอกชน
  พัฒนากลไก Public-Private Partnership (PPP), Blended Finance, Green Bond, Sustainability-linked Finance, Carbon Market และ Climate Risk Insurance เพื่อเพิ่มศักยภาพในการระดมทุน ลดความเสี่ยงของการลงทุน และเร่งการพัฒนาเศรษฐกิจสีเขียวของอาเซียน

• เสริมสร้างศักยภาพด้านนวัตกรรมและบุคลากรทางการเงินเพื่อสภาพภูมิอากาศ
  จัดทำโครงการพัฒนาศักยภาพ การถ่ายทอดองค์ความรู้ การวิจัยร่วม ห้องปฏิบัติการนวัตกรรมด้านการเงินสีเขียว (Climate Finance Innovation Lab) และเครือข่ายผู้เชี่ยวชาญ เพื่อยกระดับขีดความสามารถของประเทศสมาชิกในการพัฒนาและบริหารโครงการด้าน Climate Finance อย่างยั่งยืน
