• Develop the ASEAN Climate-Resilient Infrastructure Framework (ACRIF).
  Establish a regional framework for planning, designing, constructing, and managing climate-resilient transport, energy, water, digital, and logistics infrastructure based on common resilience standards and climate risk assessment methodologies.

• Establish the Cross-Border Resilient Supply Chain Integration Platform (CRSCIP).
  Develop a regional digital platform that integrates supply chain intelligence, logistics networks, trade corridors, customs information, and critical infrastructure status to improve supply chain visibility, operational continuity, and coordinated cross-border logistics management.

• Implement Climate Risk Assessment and Critical Infrastructure Intelligence.
  Integrate Climate Intelligence, Digital Twin, AI-powered risk analytics, and geospatial information to continuously assess climate exposure, infrastructure vulnerability, and supply chain risks across ASEAN strategic economic corridors.

• Strengthen Climate-Resilient Industrial and Logistics Corridors.
  Promote coordinated investment in resilient industrial estates, multimodal transport systems, cross-border logistics hubs, ports, airports, railways, highways, energy corridors, and digital connectivity to minimize disruption during climate-related events.

• Develop Regional Business Continuity and Supply Chain Resilience Mechanisms.
  Establish regional frameworks for contingency planning, emergency logistics coordination, strategic inventory management, supplier diversification, and critical resource allocation to enhance regional economic resilience during climate emergencies.

• Promote Public-Private Partnerships and Regional Investment for Resilient Infrastructure.
  Mobilize governments, financial institutions, infrastructure developers, logistics operators, manufacturers, and international partners to accelerate investment in climate-resilient infrastructure and resilient regional supply chains through innovative financing mechanisms. Regional resilience increasingly depends on interoperable digital trade systems, AI-enabled logistics, and coordinated cross-border infrastructure planning.

An integrated regional climate-resilient infrastructure and supply chain ecosystem is established across ASEAN, enabling secure cross-border connectivity, resilient logistics operations, adaptive industrial networks, and uninterrupted regional economic activities while positioning ASEAN as a globally competitive and climate-resilient production and logistics hub.

• ยกระดับโครงสร้างพื้นฐานและระเบียงเศรษฐกิจให้มีความยืดหยุ่นต่อสภาพภูมิอากาศ
  ส่งเสริมการลงทุนร่วมในการพัฒนาโครงสร้างพื้นฐานด้านคมนาคม ระบบราง ท่าเรือ สนามบิน โครงข่ายพลังงาน ศูนย์โลจิสติกส์ และโครงสร้างพื้นฐานดิจิทัล ให้สามารถรองรับเหตุการณ์สภาพภูมิอากาศรุนแรงและรักษาความต่อเนื่องของการเชื่อมโยงเศรษฐกิจระดับภูมิภาค

• พัฒนากลไกบริหารความต่อเนื่องทางธุรกิจและความยืดหยุ่นของห่วงโซ่อุปทานระดับภูมิภาค
  จัดทำกรอบการบริหารความต่อเนื่องทางธุรกิจ (Business Continuity Framework) การบริหารสินค้าสำรองเชิงยุทธศาสตร์ การกระจายความเสี่ยงของผู้ผลิตและผู้จัดหา การบริหารเส้นทางขนส่งสำรอง และการจัดสรรทรัพยากรในภาวะวิกฤต เพื่อรักษาความต่อเนื่องของห่วงโซ่อุปทานอาเซียน

• ส่งเสริมการลงทุนและความร่วมมือระหว่างภาครัฐและเอกชนด้านโครงสร้างพื้นฐานที่ยืดหยุ่นต่อสภาพภูมิอากาศ
  พัฒนากลไก Public-Private Partnership (PPP) และการลงทุนร่วมกับสถาบันการเงินระหว่างประเทศ นักลงทุน และผู้พัฒนาโครงสร้างพื้นฐาน เพื่อเร่งการลงทุนในโครงการที่เสริมสร้างความยืดหยุ่นของโครงสร้างพื้นฐานและห่วงโซ่อุปทานของภูมิภาค พร้อมเชื่อมโยงกับ ASEAN Climate Finance Platform และ ASEAN Regional Green Fund เพื่อเพิ่มประสิทธิภาพการระดมทุนและการลงทุนเชิงยุทธศาสตร์ของอาเซียน
