To establish an integrated regional carbon market and environmental trading framework that harmonizes carbon pricing mechanisms, emissions trading systems, environmental credit markets, and digital verification infrastructures across ASEAN Member States, strengthening regional climate finance, accelerating decarbonization, and positioning ASEAN as a globally competitive low-carbon economic region.

Action

• Establish the ASEAN Regional Carbon Market Framework (ARCMF).
  Develop a regional governance framework that harmonizes carbon market policies, emissions trading mechanisms, carbon credit standards, environmental asset governance, and cross-border market participation across ASEAN Member States.

• Develop the ASEAN Environmental Trading Platform (AETP).
  Establish an interoperable regional digital marketplace supporting carbon credits, biodiversity credits, blue carbon, ecosystem service credits, renewable energy certificates, and other environmental assets through transparent, secure, and efficient trading mechanisms.

• Develop ASEAN Carbon Measurement, Reporting and Verification (MRV) Infrastructure.
  Establish standardized regional methodologies, digital MRV systems, satellite monitoring, AI-powered verification, and Digital Twin technologies to improve transparency, credibility, and interoperability of carbon accounting across ASEAN.

• Strengthen Regional Carbon Finance and Green Investment Integration.
  Integrate regional carbon markets with climate finance mechanisms, green investment platforms, sustainable finance initiatives, and carbon pricing policies to mobilize investment toward low-carbon infrastructure, ecosystem restoration, and climate innovation.

• Develop Cross-Border Environmental Asset Governance and Market Connectivity.
  Establish governance mechanisms supporting cross-border recognition of carbon credits, environmental certificates, trading regulations, settlement systems, and digital registries while maintaining environmental integrity and market transparency.

• Promote Regional Capacity Building and International Market Alignment.
  Strengthen institutional capacity, technical expertise, market supervision, and regulatory cooperation while aligning ASEAN carbon markets with international carbon market mechanisms, voluntary carbon markets, and Article 6 implementation under the Paris Agreement.

• บูรณาการตลาดคาร์บอนเข้ากับ Climate Finance และ Green Investment
  เชื่อมโยงตลาดคาร์บอนกับ ASEAN Climate Finance Platform (ACFP), ASEAN Regional Green Fund (ARGF), Green Bond, Carbon Finance และกลไกการลงทุนด้านความยั่งยืน เพื่อเพิ่มแรงจูงใจในการลงทุนด้านการลดก๊าซเรือนกระจก การฟื้นฟูระบบนิเวศ และเทคโนโลยีคาร์บอนต่ำ

• พัฒนากรอบธรรมาภิบาลและการเชื่อมโยงสินทรัพย์ด้านสิ่งแวดล้อมข้ามพรมแดน
  กำหนดมาตรฐานด้านการรับรองคาร์บอนเครดิต การเชื่อมโยงทะเบียนคาร์บอน (Carbon Registry) ระบบการชำระราคา และกฎระเบียบการซื้อขาย เพื่อให้การซื้อขายสินทรัพย์ด้านสิ่งแวดล้อมของประเทศสมาชิกสามารถดำเนินการร่วมกันได้อย่างมีประสิทธิภาพและรักษาความน่าเชื่อถือของตลาด

• เสริมสร้างศักยภาพและการเชื่อมโยงกับตลาดคาร์บอนระดับโลก
