To position ASEAN as a strategic gateway for global climate partnerships, sustainable investment, and international climate capital by establishing an integrated regional platform that connects governments, multilateral development institutions, climate funds, sovereign investors, philanthropic organizations, technology providers, and private sectors, accelerating climate resilience, green economic transformation, and sustainable development across ASEAN while strengthening Thailand's leadership role as the regional climate partnership hub.

Action

• Establish the ASEAN Global Climate Partnership Platform (AGCPP).
  Develop a regional partnership platform that connects ASEAN Member States with multilateral development banks, climate funds, development agencies, sovereign wealth funds, institutional investors, philanthropic organizations, technology providers, and global climate initiatives to coordinate strategic partnerships and investment opportunities.

• Develop the ASEAN Climate Investment & Capital Attraction Gateway (ACICAG).
  Establish a regional investment gateway that consolidates bankable climate projects, investment pipelines, financing opportunities, public-private partnerships, and blended finance mechanisms to attract international capital into ASEAN's climate resilience, energy transition, ecosystem restoration, and green infrastructure sectors.

• Strengthen Strategic Climate Diplomacy and International Cooperation.
  Promote ASEAN as a unified regional climate investment destination through coordinated climate diplomacy, strategic policy engagement, international partnership dialogues, and collaboration with global climate alliances, international organizations, and development partners.

• Develop Climate Project Preparation and Investment Readiness Programs.
  Strengthen project preparation facilities, technical advisory services, investment readiness assessments, risk mitigation mechanisms, and standardized project development methodologies to increase the number of internationally bankable climate projects across ASEAN.

• Integrate Climate Finance, Technology, Innovation, and Carbon Markets.
  Connect regional climate finance platforms, technology ecosystems, carbon markets, innovation networks, and sustainable finance mechanisms into an integrated investment ecosystem that maximizes investment efficiency and regional competitiveness.

• Position Thailand as the ASEAN Climate Partnership & Investment Hub.
  Establish Thailand as the regional coordination center for climate partnerships, investment promotion, international climate dialogue, and global capital mobilization, serving as ASEAN's gateway for international climate cooperation and sustainable investment. ASEAN is increasingly pursuing coordinated approaches to mobilize international climate finance, strengthen investment platforms, and expand partnerships with multilateral institutions and private investors.

Expected Output

ASEAN establishes a comprehensive global climate partnership and investment ecosystem that significantly increases international climate finance, strategic partnerships, technology transfer, and sustainable investment while positioning Thailand as the Regional Climate Partnership and Capital Attraction Hub for Southeast Asia, connecting ASEAN with global climate initiatives, investors, and development partners.

  จัดตั้งศูนย์กลางการนำเสนอโครงการลงทุนด้านสภาพภูมิอากาศของอาเซียน โดยรวบรวมโครงการที่มีความพร้อมในการลงทุน (Bankable Projects) แผนงานด้าน Green Infrastructure โครงการ Nature-based Solutions โครงการพลังงานสะอาด และโครงการ Climate Technology เพื่อเชื่อมโยงกับนักลงทุนและสถาบันการเงินระดับโลก

• เสริมสร้าง Climate Diplomacy และความร่วมมือเชิงยุทธศาสตร์ระดับโลก
  ผลักดันบทบาทของอาเซียนในการเจรจาระหว่างประเทศ การสร้างหุ้นส่วนเชิงยุทธศาสตร์ และการจัดเวทีความร่วมมือกับองค์กรระหว่างประเทศ กองทุนด้านสภาพภูมิอากาศ ธนาคารเพื่อการพัฒนา และเครือข่ายการลงทุนสีเขียว เพื่อเพิ่มโอกาสในการเข้าถึงเงินทุน เทคโนโลยี และองค์ความรู้จากทั่วโลก

• พัฒนาระบบเตรียมความพร้อมโครงการและการดึงดูดการลงทุน (Project Preparation & Investment Readiness)
  จัดตั้งกลไกสนับสนุนการออกแบบโครงการ การวิเคราะห์ความเป็นไปได้ การบริหารความเสี่ยง การพัฒนาโมเดลทางการเงิน และการจัดทำเอกสารตามมาตรฐานสากล เพื่อเพิ่มจำนวนโครงการที่สามารถเข้าถึงเงินทุนจาก Climate Finance และนักลงทุนระหว่างประเทศได้

• บูรณาการ Climate Finance, Climate Technology, Carbon Market และ Innovation Ecosystem
  เชื่อมโยง ASEAN Climate Finance Platform (ACFP), ASEAN Regional Green Fund (ARGF), ASEAN Regional Carbon Market Framework (ARCMF), ACTRI Hub และระบบนิเวศด้านนวัตกรรมเข้าสู่แพลตฟอร์มเดียวกัน เพื่อสร้างวงจรการลงทุนและนวัตกรรมที่สมบูรณ์ตั้งแต่งานวิจัย การพัฒนาโครงการ การระดมทุน จนถึงการขยายผลเชิงพาณิชย์

• ผลักดันประเทศไทยสู่ ASEAN Climate Partnership & Investment Hub
  ยกระดับประเทศไทยให้เป็นศูนย์กลางการประสานความร่วมมือ การจัดประชุมระดับนานาชาติ การจับคู่การลงทุน และการระดมทุนด้านสภาพภูมิอากาศของอาเซียน โดยพัฒนาแพลตฟอร์ม Business Matching, Climate Investment Forum และ Climate Partnership Center เพื่อเชื่อมโยงอาเซียนกับนักลงทุนและพันธมิตรจากทั่วโลก ทั้งยังสอดคล้องกับแนวโน้มการสร้างแพลตฟอร์มระดับภูมิภาคเพื่อระดมเงินทุนและความร่วมมือด้านสภาพภูมิอากาศของอาเซียนและองค์กรระหว่างประเทศในช่วงหลัง

อาเซียนมี ASEAN Global Climate Partnership Platform (AGCPP) และ ASEAN Climate Investment & Capital Attraction Gateway (ACICAG) เป็นโครงสร้างพื้นฐานกลางในการเชื่อมโยงหุ้นส่วน ความร่วมมือ และเงินทุนด้านสภาพภูมิอากาศจากทั่วโลก สามารถเพิ่มการลงทุนจากภาครัฐ ภาคเอกชน และองค์กรระหว่างประเทศ สนับสนุนการพัฒนาโครงการด้าน Climate Resilience, Green Infrastructure, Carbon Market และ Climate Technology อย่างต่อเนื่อง พร้อมยกระดับประเทศไทยสู่ ASEAN Climate Partnership Hub, Regional Climate Investment Gateway และ Global Climate Capital Attraction Center ซึ่งเป็นประตูสำคัญในการเชื่อมโยงอาเซียนกับระบบเศรษฐกิจสีเขียวและการลงทุนด้านสภาพภูมิอากาศของโลก.
