Integrate Circular Infrastructure into National Economic Stabilization and Agricultural Support Frameworks
บูรณาการโครงสร้างพื้นฐานหมุนเวียน (Circular Infrastructure) เข้ากับกรอบการสร้างเสถียรภาพทางเศรษฐกิจและการสนับสนุนภาคการเกษตรระดับชาติ
To integrate Circular Infrastructure as a strategic national asset within Thailand's economic stabilization, agricultural support, climate resilience, and resource security frameworks. The initiative aims to transform circular infrastructure from an environmental management system into a national economic resilience platform capable of supporting farmers, stabilizing commodity markets, strengthening food and energy security, reducing climate risks, and enhancing long-term national competitiveness through integrated policy, finance, and digital governance.
Establish the National Circular Infrastructure Integration Framework (NCIIF).
Develop a national policy framework integrating Circular Infrastructure into economic planning, agricultural development, disaster resilience, climate adaptation, food security, and strategic resource management to ensure cross-sector coordination and long-term national resilience.
Integrate Circular Infrastructure with National Agricultural Support Systems.
Connect Circular Infrastructure with agricultural extension services, soil restoration programs, irrigation development, biomass utilization, fertilizer management, farmer cooperatives, and regenerative agriculture initiatives to strengthen productivity while reducing production costs and environmental impacts.
Develop Circular Infrastructure as an Economic Stabilization Mechanism.
Utilize Circular Infrastructure to absorb surplus agricultural residues, stabilize biomass markets, diversify rural income sources, create local employment, support regional industries, and provide economic buffers during commodity price fluctuations and climate-related disruptions.
Establish National Circular Infrastructure Financing and Incentive Systems.
Integrate public investment, climate finance, green bonds, carbon markets, agricultural subsidies, and incentive mechanisms to accelerate nationwide deployment of Circular Infrastructure while ensuring long-term financial sustainability.
Deploy National Circular Infrastructure Intelligence Platform.
Develop AI-enabled digital platforms integrating Digital Twin, GIS, Earth Observation, resource monitoring, economic indicators, agricultural production data, and predictive analytics to support evidence-based planning, investment prioritization, and policy coordination across national and local levels.
Strengthen Whole-of-Government and Whole-of-Society Governance.
Promote integrated governance involving government agencies, local governments, agricultural cooperatives, private sectors, financial institutions, research organizations, and civil society to jointly operate, maintain, and continuously improve national Circular Infrastructure systems.
Thailand establishes Circular Infrastructure as a core component of its national economic stabilization and agricultural support architecture. The integrated framework strengthens food security, resource resilience, rural development, climate adaptation, and circular industrial growth while improving farmers' livelihoods, enhancing investment confidence, and positioning Thailand as ASEAN's Regional Circular Infrastructure Governance Leader and resilient circular economy hub.
พัฒนา Circular Infrastructure ให้เป็นโครงสร้างพื้นฐานเชิงยุทธศาสตร์ของประเทศ โดยบูรณาการเข้ากับกรอบการสร้างเสถียรภาพทางเศรษฐกิจ การสนับสนุนภาคการเกษตร ความมั่นคงด้านอาหาร ความมั่นคงด้านทรัพยากร การปรับตัวต่อการเปลี่ยนแปลงสภาพภูมิอากาศ และการพัฒนาเศรษฐกิจหมุนเวียน เพื่อเปลี่ยนบทบาทของโครงสร้างพื้นฐานด้านการจัดการทรัพยากรจากระบบด้านสิ่งแวดล้อม ไปสู่กลไกสำคัญในการรักษาเสถียรภาพเศรษฐกิจ สร้างรายได้ให้เกษตรกร ลดความเสี่ยงจากวิกฤต และเพิ่มขีดความสามารถในการแข่งขันของประเทศในระยะยาว

พัฒนากรอบนโยบายระดับชาติที่บูรณาการ Circular Infrastructure เข้ากับยุทธศาสตร์ด้านเศรษฐกิจ การเกษตร การบริหารทรัพยากร การรับมือการเปลี่ยนแปลงสภาพภูมิอากาศ การจัดการภัยพิบัติ และความมั่นคงด้านอาหาร เพื่อให้ทุกภาคส่วนสามารถดำเนินงานร่วมกันภายใต้ทิศทางเดียวกัน
เชื่อมโยง Circular Infrastructure กับระบบสนับสนุนภาคการเกษตรระดับชาติ
บูรณาการโครงสร้างพื้นฐานหมุนเวียนเข้ากับระบบส่งเสริมการเกษตร การฟื้นฟูดิน การบริหารจัดการชีวมวล ระบบชลประทาน การจัดการปุ๋ย สหกรณ์การเกษตร และเกษตรกรรมเชิงฟื้นฟู เพื่อเพิ่มผลผลิต ลดต้นทุนการผลิต และเพิ่มความยืดหยุ่นของภาคการเกษตรต่อความเสี่ยงด้านสภาพภูมิอากาศ
ใช้ Circular Infrastructure เป็นกลไกสร้างเสถียรภาพทางเศรษฐกิจ
ส่งเสริมให้โครงสร้างพื้นฐานหมุนเวียนสามารถรองรับชีวมวลและวัสดุเหลือใช้ส่วนเกิน ดูดซับผลผลิตตกค้าง สร้างตลาดใหม่ เพิ่มการจ้างงานในท้องถิ่น กระจายรายได้ และลดผลกระทบจากความผันผวนของราคาสินค้าเกษตร ภัยธรรมชาติ และวิกฤตเศรษฐกิจ
พัฒนาระบบการเงินและแรงจูงใจเพื่อสนับสนุน Circular Infrastructure
บูรณาการงบประมาณภาครัฐ เงินทุน Climate Finance พันธบัตรสีเขียว (Green Bonds) ตลาดคาร์บอน มาตรการสนับสนุนภาคเกษตร และสิทธิประโยชน์ด้านการลงทุน เพื่อเร่งการพัฒนาโครงสร้างพื้นฐานหมุนเวียนทั่วประเทศและสร้างความยั่งยืนทางการเงินในระยะยาว
พัฒนา National Circular Infrastructure Intelligence Platform
ใช้ AI, Digital Twin, GIS, Earth Observation และระบบวิเคราะห์ข้อมูลเศรษฐกิจ การผลิตทางการเกษตร การใช้ทรัพยากร และความเสี่ยงด้านสภาพภูมิอากาศ เพื่อสนับสนุนการวางแผนเชิงนโยบาย การจัดลำดับความสำคัญของการลงทุน และการบริหารจัดการโครงสร้างพื้นฐานหมุนเวียนอย่างมีประสิทธิภาพ
เสริมสร้างกลไกการบริหารแบบ Whole-of-Government และ Whole-of-Society
ส่งเสริมการทำงานร่วมกันระหว่างหน่วยงานภาครัฐ องค์กรปกครองส่วนท้องถิ่น สหกรณ์การเกษตร ภาคเอกชน สถาบันการเงิน สถาบันวิจัย และภาคประชาชน ในการร่วมลงทุน บริหาร และพัฒนา Circular Infrastructure ให้เป็นโครงสร้างพื้นฐานหลักของการพัฒนาเศรษฐกิจและการเกษตรของประเทศ
ประเทศไทยมี National Circular Infrastructure Integration Framework (NCIIF) เป็นกรอบกลางในการบูรณาการ Circular Infrastructure เข้ากับระบบเศรษฐกิจและภาคการเกษตรระดับชาติ เกิดการเชื่อมโยงกับระบบสนับสนุนเกษตรกร ระบบบริหารทรัพยากร ตลาดคาร์บอน การเงินสีเขียว และแพลตฟอร์มข้อมูลอัจฉริยะ ทำให้โครงสร้างพื้นฐานหมุนเวียนกลายเป็นกลไกสำคัญในการสร้างเสถียรภาพทางเศรษฐกิจ เพิ่มความมั่นคงด้านอาหารและทรัพยากร ยกระดับรายได้ของเกษตรกร ลดความเสี่ยงจากการเปลี่ยนแปลงสภาพภูมิอากาศ และผลักดันประเทศไทยสู่การเป็น Regional Circular Infrastructure Governance Leader, Agricultural Circular Economy Hub และ National Resilience Infrastructure Model ของอาเซียน.
