Action

• Develop community-scale microgrid systems in villages and subdistricts using renewable energy resources such as solar photovoltaic systems integrated with battery energy storage.

• Establish community-owned electricity management models through Village Funds, local administrative organizations, cooperatives, or community enterprises.

• Integrate microgrids with the national electricity network, allowing both grid-connected operation under normal conditions and island-mode operation during emergencies.

• Deploy digital energy management systems to monitor electricity generation, storage, consumption, and maintenance in real time.

• Promote local capacity building for system operation, maintenance, and long-term community energy management.

• Develop financing mechanisms under the Micro Infrastructure Revolving Fund to support sustainable investment and capital recovery.

พัฒนาโครงข่ายไฟฟ้าอัจฉริยะระดับชุมชน เพื่อเสริมสร้างความมั่นคงด้านพลังงาน เพิ่มความสามารถในการพึ่งพาตนเอง ลดการพึ่งพาระบบไฟฟ้าแบบรวมศูนย์ และเปิดโอกาสให้ชุมชนสามารถผลิต บริหารจัดการ และใช้ประโยชน์จากพลังงานหมุนเวียนได้อย่างมีประสิทธิภาพ

Action

• พัฒนาโครงข่ายไฟฟ้าอัจฉริยะ (Microgrid) ระดับหมู่บ้านและตำบล โดยใช้พลังงานหมุนเวียน เช่น ระบบผลิตไฟฟ้าพลังงานแสงอาทิตย์ ร่วมกับระบบกักเก็บพลังงาน (Battery Energy Storage System)

• ส่งเสริมรูปแบบการเป็นเจ้าของและบริหารจัดการโดยชุมชน ผ่านกองทุนหมู่บ้าน องค์กรปกครองส่วนท้องถิ่น สหกรณ์ หรือวิสาหกิจชุมชน

• เชื่อมต่อระบบ Microgrid กับโครงข่ายไฟฟ้าแห่งชาติ เพื่อให้สามารถดำเนินงานร่วมกับระบบหลักในภาวะปกติ และแยกตัวเป็นระบบอิสระ (Island Mode) ในภาวะฉุกเฉิน

• พัฒนาระบบบริหารจัดการพลังงานดิจิทัล สำหรับติดตามการผลิต การกักเก็บ การใช้ไฟฟ้า และการบำรุงรักษาแบบเรียลไทม์

• พัฒนาศักยภาพบุคลากรในชุมชนด้านการบริหารจัดการ การบำรุงรักษา และการดำเนินงานระบบพลังงานในระยะยาว

• สนับสนุนกลไกการลงทุนผ่านกองทุน Micro Infrastructure Revolving Fund เพื่อให้เกิดการลงทุนที่สามารถชำระคืนและขยายผลได้อย่างต่อเนื่อง

• ชุมชนมีความมั่นคงด้านพลังงานและสามารถพึ่งพาตนเองได้มากขึ้น

• ลดผลกระทบจากไฟฟ้าดับและเหตุการณ์ภัยพิบัติ
