• Encourage collaboration among government agencies, local administrative organizations, private sectors, cooperatives, community enterprises, and civil society in infrastructure development.

• Establish monitoring and evaluation mechanisms to assess infrastructure performance, service continuity, and long-term sustainability.

จัดทำกรอบการพัฒนาสาธารณูปโภคพื้นฐานแบบกระจายตัวระดับประเทศ เพื่อเสริมสร้างความยืดหยุ่นของชุมชน เพิ่มการเข้าถึงบริการสาธารณะที่จำเป็นอย่างทั่วถึง และสนับสนุนการพัฒนาท้องถิ่นอย่างยั่งยืนผ่านระบบโครงสร้างพื้นฐานที่กระจายตัว

Action

• จัดทำกรอบการวางแผน ออกแบบ การลงทุน การก่อสร้าง การบริหารจัดการ และการบำรุงรักษาสาธารณูปโภคพื้นฐานแบบกระจายตัวในระดับชุมชน

• กำหนดแนวทางการพัฒนาสาธารณูปโภคที่สำคัญ ได้แก่ ระบบพลังงาน ระบบน้ำ ระบบสุขาภิบาล ระบบจัดการขยะ ระบบสนับสนุนการแพทย์ และระบบสื่อสารเพื่อเหตุฉุกเฉิน

• ส่งเสริมมาตรฐานการออกแบบที่คำนึงถึงความยืดหยุ่น (Resilience) ความเป็นโมดูลาร์ (Modularity) การเชื่อมต่อระหว่างระบบ (Interoperability) ความยั่งยืน และการมีส่วนร่วมของชุมชน

• บูรณาการการพัฒนาสาธารณูปโภคแบบกระจายตัวเข้าสู่แผนพัฒนาท้องถิ่น แผนการลงทุนโครงสร้างพื้นฐาน และนโยบายเสริมสร้างความมั่นคงของประเทศ

• ส่งเสริมความร่วมมือระหว่างหน่วยงานภาครัฐ องค์กรปกครองส่วนท้องถิ่น ภาคเอกชน สหกรณ์ วิสาหกิจชุมชน และภาคประชาสังคม ในการพัฒนาและบริหารจัดการโครงสร้างพื้นฐาน

• จัดให้มีกลไกติดตามและประเมินผล เพื่อประเมินประสิทธิภาพของระบบ ความต่อเนื่องของการให้บริการ และความยั่งยืนของโครงสร้างพื้นฐานในระยะยาว

• การลงทุนด้านสาธารณูปโภคมีประสิทธิภาพและใช้ทรัพยากรอย่างคุ้มค่ายิ่งขึ้น

• ประเทศไทยมีต้นแบบการพัฒนาโครงสร้างพื้นฐานแบบกระจายตัวที่สามารถขยายผลเพื่อเสริมสร้างความมั่นคงและการพัฒนาที่ยั่งยืนในระยะยาว
