• Develop a national governance framework for community-owned utility infrastructure, covering ownership structures, management models, operational responsibilities, and benefit-sharing mechanisms.

• Define legal, institutional, and financial models that enable Village Funds, local administrative organizations, cooperatives, and community enterprises to jointly own and operate public utility assets.

• Establish transparent governance principles, including community participation, financial accountability, public disclosure, and independent auditing.

• Promote community capacity building in utility management, financial administration, technical operation, and long-term asset stewardship.

• Integrate community-owned utility governance into local development plans, infrastructure investment programs, and the Micro Infrastructure Revolving Fund.

• Develop monitoring and evaluation mechanisms to ensure operational efficiency, financial sustainability, and equitable benefit distribution.

จัดทำกรอบการกำกับดูแลระบบสาธารณูปโภคที่ชุมชนเป็นเจ้าของ เพื่อให้ชุมชนสามารถร่วมเป็นเจ้าของ บริหารจัดการ และได้รับประโยชน์จากโครงสร้างพื้นฐานสาธารณูปโภคอย่างเป็นธรรม พร้อมเสริมสร้างความยั่งยืนทางการเงิน การมีส่วนร่วมของประชาชน และการพัฒนาเศรษฐกิจท้องถิ่นในระยะยาว

• จัดทำกรอบการกำกับดูแลระบบสาธารณูปโภคที่ชุมชนเป็นเจ้าของ ครอบคลุมรูปแบบความเป็นเจ้าของ การบริหารจัดการ ความรับผิดชอบในการดำเนินงาน และกลไกการแบ่งปันผลประโยชน์

• กำหนดรูปแบบทางกฎหมาย สถาบัน และการเงิน เพื่อให้องค์กรปกครองส่วนท้องถิ่น กองทุนหมู่บ้าน สหกรณ์ และวิสาหกิจชุมชน สามารถร่วมลงทุนและบริหารจัดการสินทรัพย์สาธารณูปโภคได้

• กำหนดหลักธรรมาภิบาล ได้แก่ การมีส่วนร่วมของประชาชน ความโปร่งใส ความรับผิดชอบ การเปิดเผยข้อมูล และการตรวจสอบทางการเงินอย่างเป็นอิสระ

• ส่งเสริมการพัฒนาศักยภาพของชุมชนด้านการบริหารกิจการสาธารณูปโภค การบริหารการเงิน การดำเนินงานด้านเทคนิค และการบริหารสินทรัพย์ในระยะยาว

• บูรณาการรูปแบบการเป็นเจ้าของโดยชุมชนเข้ากับแผนพัฒนาท้องถิ่น แผนการลงทุนโครงสร้างพื้นฐาน และกลไก Micro Infrastructure Revolving Fund

• จัดให้มีกลไกติดตามและประเมินผล เพื่อประเมินประสิทธิภาพการดำเนินงาน ความยั่งยืนทางการเงิน และความเป็นธรรมในการกระจายผลประโยชน์
