• กำหนดหลักเกณฑ์การพิจารณาโครงการที่มีความโปร่งใส โดยคำนึงถึงความเป็นไปได้ทางเทคนิค ความยั่งยืนทางการเงิน การมีส่วนร่วมของชุมชน การเสริมสร้างความยืดหยุ่น และผลกระทบทางสังคมในระยะยาว

• บูรณาการกองทุนร่วมกับกองทุนหมู่บ้าน องค์กรปกครองส่วนท้องถิ่น สหกรณ์ วิสาหกิจชุมชน สถาบันการเงิน และภาคเอกชน เพื่อส่งเสริมการร่วมลงทุน

• จัดให้มีกลไกการชำระคืนจากรายได้ของโครงการ เพื่อนำเงินลงทุนกลับเข้าสู่กองทุนและขยายการลงทุนไปยังชุมชนอื่นอย่างต่อเนื่อง

• พัฒนาระบบติดตาม ตรวจสอบ และประเมินผลการลงทุน เพื่อให้การบริหารกองทุนมีประสิทธิภาพ โปร่งใส และเกิดความคุ้มค่าสูงสุด
