จัดทำกรอบการจัดตั้งกองทุนทุนหมุนเวียนเพื่อโครงสร้างพื้นฐานแห่งชาติ เพื่อเปลี่ยนการลงทุนภาครัฐจากการใช้จ่ายแบบครั้งเดียวให้เป็นทุนพัฒนาที่สามารถหมุนเวียน สนับสนุนการลงทุนระยะยาว การชำระคืนเงินลงทุน และการนำเงินกลับมาลงทุนในโครงสร้างพื้นฐานของชุมชนและท้องถิ่นอย่างต่อเนื่อง

• จัดทำกรอบนโยบายสำหรับการจัดตั้งกองทุนทุนหมุนเวียนเพื่อโครงสร้างพื้นฐาน เพื่อสนับสนุนการพัฒนาโครงสร้างพื้นฐานระดับชุมชนและท้องถิ่นผ่านกลไกการเงินที่ยั่งยืน

• กำหนดโครงสร้างการกำกับดูแล แหล่งเงินทุน หลักเกณฑ์การลงทุน กลไกการชำระคืนเงินลงทุน และมาตรฐานการบริหารจัดการทางการเงินของกองทุน

• พัฒนาระบบเงินลงทุนระยะยาวที่มีอัตราดอกเบี้ยเหมาะสม และรูปแบบการชำระคืนที่สอดคล้องกับศักยภาพในการสร้างรายได้ของแต่ละโครงการ

• บูรณาการกองทุนร่วมกับกองทุนหมู่บ้าน องค์กรปกครองส่วนท้องถิ่น สถาบันการเงิน สหกรณ์ และภาคเอกชน เพื่อเพิ่มศักยภาพในการระดมทุนและร่วมลงทุน

• จัดทำระบบการพิจารณาโครงการ การติดตาม การตรวจสอบ และการประเมินผลที่โปร่งใส เพื่อให้การบริหารกองทุนมีประสิทธิภาพและตรวจสอบได้

• ส่งเสริมการนำเงินที่ได้รับจากการชำระคืนกลับเข้าสู่กองทุน เพื่อลงทุนในโครงการโครงสร้างพื้นฐานใหม่อย่างต่อเนื่อง และสร้างวงจรการลงทุนที่ยั่งยืนในระดับประเทศ
