• Encourage participation from banks, development finance institutions, cooperatives, private investors, and public funding agencies by reducing investment risks through partial guarantee mechanisms.

• Integrate digital monitoring systems to track project performance, guarantee exposure, repayment status, and financial risks throughout the project lifecycle.

• Coordinate with the National Revolving Infrastructure Fund and Local Infrastructure Investment Financing Platform to strengthen the national infrastructure financing ecosystem.

จัดตั้งโครงการค้ำประกันการลงทุนโครงสร้างพื้นฐานระดับชุมชนแห่งชาติ เพื่อลดความเสี่ยงทางการเงิน สร้างความเชื่อมั่นให้แก่สถาบันการเงินและผู้ลงทุน และเพิ่มโอกาสในการเข้าถึงแหล่งเงินทุนระยะยาวสำหรับการพัฒนาโครงสร้างพื้นฐานของชุมชนอย่างยั่งยืน

• จัดตั้งโครงการค้ำประกันการลงทุนสำหรับโครงสร้างพื้นฐานระดับชุมชนที่มีศักยภาพในการสร้างประโยชน์ทางเศรษฐกิจและสังคมในระยะยาว

• กำหนดหลักเกณฑ์การเข้าร่วมโครงการ เงื่อนไขการค้ำประกัน การแบ่งปันความเสี่ยง และข้อกำหนดด้านผลการดำเนินงานอย่างโปร่งใส

• ส่งเสริมการมีส่วนร่วมของธนาคาร สถาบันการเงินเพื่อการพัฒนา สหกรณ์ นักลงทุนภาคเอกชน และหน่วยงานภาครัฐ ผ่านกลไกการค้ำประกันบางส่วน (Partial Credit Guarantee) เพื่อลดความเสี่ยงในการลงทุน

• พัฒนาระบบติดตามผลแบบดิจิทัล เพื่อตรวจสอบผลการดำเนินงานของโครงการ วงเงินค้ำประกัน สถานะการชำระคืน และระดับความเสี่ยงตลอดอายุโครงการ

• บูรณาการการดำเนินงานร่วมกับ กองทุนทุนหมุนเวียนเพื่อโครงสร้างพื้นฐานแห่งชาติ และ แพลตฟอร์มการเงินเพื่อการลงทุนโครงสร้างพื้นฐานระดับท้องถิ่น เพื่อเสริมสร้างระบบนิเวศด้านการเงินเพื่อการพัฒนาโครงสร้างพื้นฐานของประเทศ
