• Upgrade Rural Health Promotion Hospitals (Primary Healthcare Centers) into community emergency medical hubs capable of providing emergency assessment, stabilization, and initial life-saving treatment.

• Improve emergency medical infrastructure, including emergency treatment rooms, essential diagnostic equipment, ambulance support facilities, backup power systems, emergency water supply, and resilient communication systems.

• Deploy telemedicine platforms connecting rural healthcare facilities with district, provincial, and tertiary hospitals to provide real-time specialist consultation and clinical decision support.

• Strengthen emergency medical response capability through standardized training for healthcare personnel, emergency volunteers, and community first responders.

• Integrate emergency medical facilities with disaster management systems, community communication networks, and local emergency operation centers to improve coordinated response during disasters and public health emergencies.

• Support long-term investment through the National Revolving Infrastructure Fund to ensure sustainable upgrading, maintenance, and expansion of rural emergency medical infrastructure.

ยกระดับขีดความสามารถด้านการแพทย์ฉุกเฉินในพื้นที่ชนบท โดยพัฒนาหน่วยบริการปฐมภูมิให้เป็นศูนย์การแพทย์ฉุกเฉินระดับชุมชนที่สามารถประเมินอาการ ให้การรักษาเบื้องต้น รักษาเสถียรภาพของผู้ป่วย เชื่อมต่อระบบแพทย์ทางไกล และประสานการส่งต่อผู้ป่วยได้อย่างมีประสิทธิภาพ

Action

• ยกระดับโรงพยาบาลส่งเสริมสุขภาพตำบล (รพ.สต.) และหน่วยบริการปฐมภูมิ ให้เป็นศูนย์การแพทย์ฉุกเฉินระดับชุมชน ที่สามารถคัดกรอง ประเมินอาการ รักษาเบื้องต้น และรักษาเสถียรภาพของผู้ป่วยก่อนการส่งต่อ

• พัฒนาโครงสร้างพื้นฐานด้านการแพทย์ฉุกเฉิน ได้แก่ ห้องฉุกเฉินเบื้องต้น เครื่องมือวินิจฉัยที่จำเป็น จุดรองรับรถพยาบาล ระบบไฟฟ้าสำรอง ระบบน้ำสำรอง และระบบสื่อสารที่มีความมั่นคง

• พัฒนาระบบแพทย์ทางไกล (Telemedicine) เชื่อมโยงกับโรงพยาบาลอำเภอ โรงพยาบาลจังหวัด และโรงพยาบาลศูนย์ เพื่อให้แพทย์ผู้เชี่ยวชาญสามารถให้คำปรึกษาและสนับสนุนการตัดสินใจทางคลินิกได้แบบเรียลไทม์

• พัฒนาศักยภาพบุคลากรทางการแพทย์ เจ้าหน้าที่กู้ชีพ อาสาสมัครสาธารณสุข และหน่วยปฐมพยาบาลในชุมชน ให้มีมาตรฐานด้านการแพทย์ฉุกเฉินที่สอดคล้องกัน

• เชื่อมโยงศูนย์การแพทย์ฉุกเฉินกับระบบบริหารจัดการภัยพิบัติ โครงข่ายสื่อสารระดับชุมชน และศูนย์ปฏิบัติการฉุกเฉินในพื้นที่ เพื่อเพิ่มประสิทธิภาพในการตอบสนองต่อเหตุฉุกเฉินและสาธารณภัย

• สนับสนุนเงินลงทุนระยะยาวผ่าน กองทุนทุนหมุนเวียนเพื่อโครงสร้างพื้นฐานแห่งชาติ เพื่อรองรับการยกระดับ บำรุงรักษา และขยายขีดความสามารถของโครงสร้างพื้นฐานด้านการแพทย์ฉุกเฉินในพื้นที่ชนบท

Expected Output

• โรงพยาบาลส่งเสริมสุขภาพตำบลและหน่วยบริการปฐมภูมิได้รับการยกระดับให้มีขีดความสามารถด้านการแพทย์ฉุกเฉินมากขึ้น

• ลดระยะเวลาในการตอบสนองต่อเหตุฉุกเฉิน และเพิ่มโอกาสรอดชีวิตของผู้ป่วยในช่วง Golden Hour

• ประชาชนในพื้นที่ชนบทและพื้นที่ห่างไกลสามารถเข้าถึงบริการการแพทย์ฉุกเฉินได้รวดเร็วและมีคุณภาพมากขึ้น

• เกิดระบบเชื่อมโยงการรักษาระหว่างหน่วยบริการในพื้นที่กับโรงพยาบาลแม่ข่ายผ่านระบบแพทย์ทางไกล
