• Establish integrated referral coordination systems linking Rural Health Promotion Hospitals, district hospitals, provincial hospitals, emergency medical services (EMS), and disaster response agencies.

• Deploy digital command and coordination platforms to support emergency resource allocation, patient tracking, ambulance dispatch, teleconsultation, and incident management in real time.

• Promote continuous professional training, simulation exercises, and emergency preparedness programs for healthcare personnel and first responders.

จัดทำกรอบการพัฒนาศูนย์การแพทย์ฉุกเฉินระดับตำบล ให้เป็นศูนย์กลางด้านการแพทย์ฉุกเฉินที่สามารถประสานงาน ให้การรักษาเบื้องต้น รักษาเสถียรภาพของผู้ป่วย เชื่อมโยงระบบแพทย์ทางไกล และสนับสนุนการส่งต่อผู้ป่วยระหว่างหน่วยบริการในพื้นที่ชนบทได้อย่างมีประสิทธิภาพ

• จัดทำกรอบการพัฒนาศูนย์การแพทย์ฉุกเฉินระดับตำบล ให้เป็นศูนย์กลางสนับสนุนการแพทย์ฉุกเฉินสำหรับโรงพยาบาลส่งเสริมสุขภาพตำบลและหน่วยบริการปฐมภูมิในพื้นที่รับผิดชอบ

• กำหนดมาตรฐานการดำเนินงาน ครอบคลุมการคัดกรองผู้ป่วย การรักษาเพื่อคงสภาพผู้ป่วย การสังเกตอาการฉุกเฉิน การให้คำปรึกษาผ่านระบบแพทย์ทางไกล การประสานงานการส่งต่อ และการบริหารทรัพยากรด้านการแพทย์ฉุกเฉิน

• ยกระดับสถานพยาบาลที่มีศักยภาพให้มีห้องฉุกเฉิน เครื่องมือวินิจฉัยที่จำเป็น จุดจอดรถพยาบาล เวชภัณฑ์ฉุกเฉิน ระบบไฟฟ้าสำรอง ระบบน้ำสำรอง และระบบสื่อสารที่มีความมั่นคง

• พัฒนาระบบประสานการส่งต่อผู้ป่วยแบบบูรณาการ เชื่อมโยงระหว่าง รพ.สต. โรงพยาบาลชุมชน โรงพยาบาลจังหวัด หน่วยบริการการแพทย์ฉุกเฉิน (EMS) และหน่วยงานด้านการป้องกันและบรรเทาสาธารณภัย

• พัฒนาแพลตฟอร์มดิจิทัลสำหรับการอำนวยการและประสานงาน เพื่อบริหารจัดการทรัพยากร ติดตามผู้ป่วย สั่งการรถพยาบาล ให้คำปรึกษาทางไกล และบริหารจัดการเหตุการณ์แบบเรียลไทม์

• ส่งเสริมการฝึกอบรม การฝึกซ้อมแผน การพัฒนาศักยภาพบุคลากร และการเตรียมความพร้อมด้านการแพทย์ฉุกเฉินอย่างต่อเนื่อง
