• Develop a nationwide telemedicine network connecting Rural Health Promotion Hospitals, Subdistrict Emergency Medical Centers, district hospitals, provincial hospitals, tertiary hospitals, and national medical centers through secure digital healthcare infrastructure.

• Establish standardized telemedicine services covering emergency consultation, primary care, specialist referral, chronic disease management, mental health services, rehabilitation, and public health surveillance.

• Deploy interoperable digital health platforms supporting electronic medical records (EMR), medical imaging, laboratory information, e-prescriptions, and secure clinical communication.

• Integrate AI-assisted clinical decision support, remote patient monitoring, and digital diagnostic tools to improve healthcare quality and operational efficiency.

• Strengthen cybersecurity, patient privacy protection, digital identity management, and health data governance in accordance with national digital health standards.

• Promote capacity building for healthcare professionals through tele-education, virtual clinical conferences, and continuous professional development using the national telemedicine network.

• พัฒนาโครงข่ายการแพทย์ทางไกลระดับชาติ เชื่อมโยงโรงพยาบาลส่งเสริมสุขภาพตำบล ศูนย์การแพทย์ฉุกเฉินระดับตำบล โรงพยาบาลชุมชน โรงพยาบาลจังหวัด โรงพยาบาลศูนย์ และศูนย์การแพทย์เฉพาะทาง ผ่านโครงสร้างพื้นฐานดิจิทัลที่มีความมั่นคงและปลอดภัย

• จัดให้มีบริการแพทย์ทางไกลที่เป็นมาตรฐาน ครอบคลุมการให้คำปรึกษาผู้ป่วยฉุกเฉิน การรักษาปฐมภูมิ การส่งต่อผู้ป่วยเฉพาะทาง การดูแลผู้ป่วยโรคเรื้อรัง สุขภาพจิต เวชศาสตร์ฟื้นฟู และการเฝ้าระวังด้านสาธารณสุข

• พัฒนาแพลตฟอร์มสุขภาพดิจิทัลที่สามารถเชื่อมโยงเวชระเบียนอิเล็กทรอนิกส์ (EMR) ภาพทางการแพทย์ ผลตรวจทางห้องปฏิบัติการ ใบสั่งยาอิเล็กทรอนิกส์ และระบบสื่อสารทางคลินิกที่ปลอดภัย

• สนับสนุนการใช้ระบบปัญญาประดิษฐ์ (AI) เพื่อช่วยวิเคราะห์ข้อมูลทางคลินิก การติดตามผู้ป่วยระยะไกล (Remote Patient Monitoring) และการวินิจฉัยเบื้องต้น เพื่อเพิ่มคุณภาพการรักษาและประสิทธิภาพการให้บริการ

• พัฒนามาตรฐานด้านความมั่นคงปลอดภัยไซเบอร์ การคุ้มครองข้อมูลส่วนบุคคล การยืนยันตัวตนดิจิทัล และธรรมาภิบาลข้อมูลสุขภาพ ให้สอดคล้องกับมาตรฐานระดับประเทศ

• ส่งเสริมการพัฒนาศักยภาพบุคลากรทางการแพทย์ผ่านระบบการเรียนรู้ทางไกล การประชุมวิชาการออนไลน์ การให้คำปรึกษาระหว่างผู้เชี่ยวชาญ และการพัฒนาวิชาชีพอย่างต่อเนื่อง

• ประเทศไทยมีโครงข่ายการแพทย์ทางไกลระดับชุมชนที่เชื่อมโยงหน่วยบริการสุขภาพทุกระดับเข้าด้วยกัน
