To establish a national digital platform that connects communities, local governments, recyclers, resource recovery facilities, markets, and logistics networks to optimize material recovery, recycling, resource circulation, and value creation at the local level.

Action

• Develop a national digital platform for mapping, registering, and managing recyclable and recoverable material flows across communities and local administrative areas.

• Establish a standardized digital material registry covering recyclable materials, organic resources, agricultural residues, reusable products, recovered materials, and other locally valuable resource streams.

• Connect households, community collection points, local governments, community enterprises, cooperatives, recyclers, processing facilities, manufacturers, and end markets through an integrated digital marketplace and logistics network.

• Enable real-time tracking of material volumes, collection points, processing capacity, recovered resources, transaction values, and environmental performance.

• Develop digital mechanisms for material matching, collection scheduling, logistics optimization, price discovery, and market access to improve the economic value of recovered resources.

• Integrate the platform with Community Circular Resource Management Framework, Local Waste-to-Energy systems, Community Pyrolysis Infrastructure, and Community Infrastructure Asset Management systems.

• Establish data standards, traceability mechanisms, environmental reporting, and performance indicators to support transparent and accountable circular resource management.

• จัดทำทะเบียนทรัพยากรดิจิทัลที่เป็นมาตรฐาน ครอบคลุมวัสดุรีไซเคิล ทรัพยากรอินทรีย์ เศษวัสดุทางการเกษตร ผลิตภัณฑ์ที่สามารถนำกลับมาใช้ใหม่ วัสดุที่ผ่านการกู้คืน และทรัพยากรอื่นที่มีศักยภาพทางเศรษฐกิจ

• เชื่อมโยงครัวเรือน จุดรับรวบรวมขยะ องค์กรปกครองส่วนท้องถิ่น วิสาหกิจชุมชน สหกรณ์ ผู้ประกอบการรีไซเคิล โรงงานแปรรูป ผู้ผลิต และตลาดปลายทาง ผ่านระบบตลาดและเครือข่ายโลจิสติกส์ดิจิทัลแบบบูรณาการ

• พัฒนาระบบติดตามปริมาณวัสดุ จุดรวบรวม กำลังการแปรรูป ปริมาณทรัพยากรที่กู้คืน มูลค่าการซื้อขาย และผลการลดผลกระทบต่อสิ่งแวดล้อมแบบเรียลไทม์

• พัฒนากลไกดิจิทัลสำหรับจับคู่ทรัพยากรกับผู้รับซื้อหรือผู้ใช้ การวางแผนการเก็บรวบรวม การเพิ่มประสิทธิภาพเส้นทางขนส่ง การค้นหาราคาตลาด และการเข้าถึงตลาด เพื่อเพิ่มมูลค่าทางเศรษฐกิจของทรัพยากรที่กู้คืน

• เชื่อมโยงแพลตฟอร์มกับ Community Circular Resource Management Framework, Local Waste-to-Energy Development Program, Community Pyrolysis Infrastructure Initiative และระบบบริหารจัดการสินทรัพย์โครงสร้างพื้นฐานของชุมชน

• จัดทำมาตรฐานข้อมูล ระบบติดตามย้อนกลับ (Traceability) ระบบรายงานผลด้านสิ่งแวดล้อม และตัวชี้วัดประสิทธิภาพ เพื่อให้การบริหารจัดการทรัพยากรหมุนเวียนมีความโปร่งใสและตรวจสอบได้

• ประเทศไทยมีแพลตฟอร์มดิจิทัลระดับชาติที่เชื่อมโยงระบบรีไซเคิลและการกู้คืนทรัพยากรของชุมชน

• สามารถมองเห็นและติดตามการไหลของวัสดุรีไซเคิลและทรัพยากรที่กู้คืนได้อย่างเป็นระบบ

• เพิ่มอัตราการรีไซเคิลและการกู้คืนทรัพยากรในระดับชุมชน

• ลดต้นทุนในการรวบรวม ขนส่ง และแปรรูปวัสดุรีไซเคิล

• เพิ่มโอกาสทางการตลาดและรายได้ให้แก่วิสาหกิจชุมชนและผู้ประกอบการด้านการรีไซเคิล
