จัดทำมาตรฐานการพัฒนาเศรษฐกิจหมุนเวียนแบบกระจายตัว เพื่อเป็นกรอบกลางสำหรับชุมชนและท้องถิ่นในการพัฒนาระบบจัดการทรัพยากร โครงสร้างพื้นฐาน เทคโนโลยี รูปแบบธุรกิจ และกลไกการบริหารจัดการที่สามารถเปลี่ยนทรัพยากรเหลือใช้ให้กลับเข้าสู่ระบบเศรษฐกิจได้อย่างมีประสิทธิภาพและยั่งยืน
